This study examines the dynamics, activities, and interrelations of court factions in the early 1930s, as they responded to the rise of the military and the shift in Japan’s foreign policy orientation. Through this analysis, it seeks to clarify the influence exerted upon the political arena and the political role played by these factions, thereby shedding light on aspects of court politics in the early 1930s. The signing of the London Naval Treaty was the result of the Emperor’s judgment that, given Japan’s economic and military circumstances, disarmament and cooperation with Britain and the United States were in the national interest. The court factions supported this imperial decision and endeavored to alleviate the accompanying political burdens. Unlike the uncertain circumstances at the outset of the Manchurian Incident, once Manchuria had been firmly secured, both the Emperor and the court factions accepted Manchukuo from the standpoint of national interest. The court faction made it their top priority to minimize the Emperor's political responsibility while managing the political situation amid the turbulent period marked by the rise of the military and a major shift in foreign policy. They adopted a dual approach—sometimes checking the military, and at other times tacitly tolerating or adjusting to it—while seeking realistic choices within structural constraints.

본 논문은 런던 해군 군축조약 비준 과정에서 드러난 군부의 반발과 만주사변 발발 등 군부의 행동이 정국과 대외정책에 미친 파급 효과와, 이에 대응, 조정하려는 궁중세력의 역할을 규명하는 데 목적을 두었다. 군부의 대두와 대외정책 전환 과정에서 궁중세력이 보인 동태와 그들의 활동 및 상호 관계가 정치 국면에 끼친 영향을 면밀히 검토하였다. 이를 통해 궁중세력이 일정한 정치적 기능을 수행하며 정국의 안정을 모색하는 정치 과정을 살펴보았다. 궁중세력은 군부의 부상과 대외정책 전환이라는 격변 속에서 천황의 정치적 책임을 최소화하는 것을 최우선 원칙으로 삼아 정국을 관리하였다. 그들은 때로는 군부를 견제하고, 때로는 묵인하거나 조정하는 이중적 태도를 취하며 구조적 제약 속에서 현실적 선택을 모색하였다. 이러한 상호작용은 일본 정치의 권력 분산적 성격과 책임 회피적 구조를 드러내는 동시에, 국제정세 속에서 일본의 대외정책 결정이 어떠한 정치적 역학 관계 속에서 형성되었는지를 보여주는 중요한 대목이라 할 수 있다.
