In the late Joseon period, appointment as the Governor (Gwanchalsa, 監司) of Gangwon Province offered an excellent opportunity to fulfill one’s long-cherished wish to tour Geumgangsan Mountain and the Eight Scenic Views of Gwandong Region. However, such excursions, conducted in conjunction with official inspection tours, required meticulous planning of the itinerary in advance. This study examines one example of the provincial inspection tours in which administrative duties and sightseeing were closely intertwined—namely, the tours undertaken by Sim Su (沈鏽, 1707–1776) during his tenure as Governor of Gangwon, as recorded in the “Dongbuk- ansarok (東北按使錄)”. During his term of office, Sim Su conducted three inspection tours throughout the province, each time combining his official duties with visits to Geumgangsan and the Gwandong region. His itineraries varied: in some cases, the tours were divided into southern and northern circuits, while the routes through Geumgangsan alternated between “inner-to-outer” and “outer-to-inner” paths. The range of his journeys also differed, including or omitting destinations such as Haegumgang, Chonseokjeong in Tongcheon—the northernmost part of the province—and Mangyangjeong in Pyeonghae to the south. Through these records, the study clarifies how official responsibilities and leisurely travel coexisted within the framework of the inspection tour, and identifies the administrative tasks performed at specific local seats of government.

조선후기 강원감사에 제수됨은 금강산과 관동팔경 유람의 소원을 이룰 수 있는 좋은 기회가 되었다. 그러나 공무의 연장선에 있는 순력을 통한 유람은 사전에 치밀한 노정의 계획이 선행되어야 가능한 일이었다. 따라서 본 연구는 순력 중 업무와 명승 유람이 긴밀히 연결된 강원감사 순력의 한 사례로서, 18세기 중반 강원감사를 역임한 심수(沈鏽, 1707-1776)의 순력을 『동북안사록(東北按使錄)』을 통해 살펴보고자 하였다. 심수는 강원감사 재임기간 동한 행한 3차례의 순력에서 매번 금강산과 관동지방 유람을 병행하였다. 그의 순력 행로는 도내 읍치를 남순과 북순의 2회로 나누어 순력하기도 하고, 금강산 유람도 ‘내산 → 외산’, ‘외산 → 내산’의 다른 경로 취하며, 해금강, 최북단 통천의 총석정, 최남단 평해 망양정 등의 방문 유무도 다양하였다. 이를 통해 업무와 유람이 결합된 순력의 모습과 특정 읍치에서 행한 업무의 내용을 확인하였다.
