This study examines the administrative operations of provincial governors in the Joseon Dynasty from the perspective of space and location, analyzing in which kinds of spaces, with whom, and through what tasks their official daily routines were actually carried out. To this end, 『Yeongyeong Ilgi』and『Yeongyeong Janggye Deungnok』, which cover the same period, were examined in a complementary manner to reconstruct the governor’s actual administrative activities. The analysis shows that the administrative space of the governor should not be understood as limited to specific buildings within Gamyeong, but rather as extending across the entire province under its jurisdiction. It also reveals a discrepancy between the official term of office and the actual period of administrative performance. This is because administrative duties continued for a certain period until the ceremonial handover (Gyogwisik) with the successor. Within the Gamyeong, functions were differentiated by building. And ceremonial functions and routine administration were operated in separate spaces. As a result, the governor sometimes moved between multiple locations within the Gamyeong in a single day, depending on the nature of the task. In particular, Gwanpunggak was used as a space for routine administrative work, and in some cases, it may also have served as a general term for the governor’s representative's administrative space. Meanwhile, the governor’s daily duties consisted not only of document administration, including the resolution of petitions and the drafting of official reports (Janggye), but also of face-to-face reports from local official. In practice, the governor’s administration operated through a combination of nearly daily document processing and frequent in-person interactions with local officials. By analyzing diaries and official reports together, this study seeks to understand the governor’s administrative activities not merely at the level of institutional regulations but from the perspective of actual operation. Through this approach, it was possible to identify concretely how the Gamyeong space was utilized and the specific operational aspects of local administration.

본 연구는 조선시대 관찰사의 행정 운영을 공간과 장소의 측면에서 살펴보고, 관찰사의 공적 일상이 구체적으로 어떤 곳에서 누구와 무슨 업무로 이루어졌는지를 분석했다. 이를 위해 경상감사의 동일 시기를 담고 있는 『영영일기』와 『영영장계등록』을 상호 보완적으로 검토하여 관찰사의 실제 행정 활동을 재구성했다. 분석 결과 관찰사의 행정공간은 감영 내부의 특정 건물에 한정되지 않고 관할 도 전체로 확장된 공간 속에서 이해되어야 함을 살필 수 있었다. 또한 공식적인 재임기간과 행정 수행 기간 사이에는 차이가 존재했다. 후임관과의 교귀식을 치르기 직전까지 일정 기간 행정이 지속되었기 때문이다. 감영에서는 건물마다 기능이 구분되어 있었다. 객사⋅향교⋅선화당⋅관풍각⋅관덕당⋅제승당 등 일상 행정이 공간별로 나뉘어 운영되었다. 이로 인해 관찰사는 업무 특성에 따라 감영에서 하루에 여러 곳으로 이동하기도 했다. 특히 관풍각은 일상적인 행정 업무 공간으로 활용되었으며, 관찰사의 대표적인 행정 공간을 지칭하는 일반적 명칭으로 사용되었을 가능성도 고찰했다. 한편 관찰사의 일상 업무는 공사소지 제결과 장계 작성으로 이루어진 문서 행정과 더불어 수령⋅찰방⋅영장 등의 대면 보고가 중요한 비중을 차지했다. 당시 관찰사의 행정은 거의 매일 이루어진 문서 처리와 지방관과의 빈번한 대면 활동이 결합된 형태로 운영되었다. 이 연구는 일기와 장계를 함께 분석함으로써 관찰사의 행정 활동을 제도적 규정의 차원을 넘어 운영의 측면에서 입체적으로 파악하고자 했다. 사례에 국한되지만 감영 공간의 활용 방식과 지방 행정의 운영 양상을 확인할 수 있었다.
