This study aims to improve teacher job satisfaction by analyzing the relationships between teacher policy implementation and job satisfaction using data from the second phase of the "Seoul Education Longitudinal Study (SELS) 2020." To this end, teacher policy implementation, the independent variable, was categorized into three types: competency-building, rights-guaranteeing, and autonomy/participation-strengthening. Job satisfaction was established as the dependent variable. The research methodology followed a sequential process: confirmatory factor analysis (CFA) of the research model, descriptive statistics, group difference analysis, correlation analysis, and hierarchical regression analysis. The results revealed that perceptions of both teacher policy implementation and job satisfaction were below average, with perceptions of rights-guaranteeing policies specifically falling below the median. Group difference analysis showed that while school level led to some statistically significant differences in perceptions of certain policies and job satisfaction, these lacked consistency. Conversely, differences based on homeroom teacher status and administrative position showed consistent statistical significance. Finally, the hierarchical regression analysis demonstrated that rights-guaranteeing policies, teacher professional development systems, and the creation of a democratic school culture had statistically significant positive (+) effects on teacher job satisfaction. Based on these findings, the study discussed the causes of the "decoupling" phenomenon occurring across different organizational types and hierarchies. Furthermore, the influence of rights-guaranteeing policies, professional development systems, and democratic school culture was examined through the lens of Need Content Theory and Heidegger’s ontological perspective. Building on these discussions, the study suggests several policy recommendations: the design and implementation of customized rights-guaranteeing policies by type, the expansion of horizontal decision-making structures within schools, and the introduction of quarterly perception surveys to monitor the actual implementation of teacher policies.

본 연구는 교사들의 교직만족도 향상을 위해, 『서울교원종단연구2020』 2기 자료를 사용하여 교원정책 실행도, 교직만족도, 교원정책 실행도와 교직만도 간의 영향력을 분석하였다. 이를 위해 독립변인인 교원정책 실행도를 역량강화형, 권리보장형, 자치·참여강화형으로 구분하였고 종속변인은 교직만족도로 설정하였다. 연구방법은 연구모형에 대한 확인적 요인분석, 기술통계, 집단 간 차이분석, 상관관계 분석, 위계적 회귀분석 순으로 진행하였다. 연구결과 교사들의 교원정책 실행도와 교직만족도는 보통이하 수준이었고, 권리보장형 정책에 대한 인식은 보통미만으로 나타났다. 또한 교원정책 실행도와 교직만족도의 집단 간 차이 분석에서 학교급에 따라 일부 교원정책과 교직만족도에서 통계적으로 유의미하게 인식 차이를 보였으나 일관성은 존재하지 않았고, 담임여부와 직위에 따른 인식 차이는 일관성 있게 통계적으로 유의미한 차이를 나타내었다. 마지막으로 위계적 회귀분석 결과 권리보장형 정책, 교원연수 제도, 민주적 학교 문화조성이 통계적으로 유의미하게 정적(+) 영향을 주고 있었다. 이를 바탕으로 유형과 위계에 따른 디커플링 현상 발생 원인을 논의하였고 권리보장형 정책, 교원연수 제도, 민주적 학교 문화조성의 영향력을 욕구 내용이론과 하이데거의 존재론적 관점에서 논의하였다. 이상의 논의를 바탕으로 유형별 맞춤형 권리보장 정책 설계와 실행, 단위학교 수평적 의사결정 구조의 확대, 교원정책 실행도에 대한 분기별 인식 조사를 제언하였다.
