This study aims to analyze the current state of the response system for financial crimes affecting public welfare, which have been rapidly increasing in the context of high interest rates and inflation, and to propose measures for strengthening inter-agency cooperation. In particular, the study examines the roles and cooperation frameworks of various response agencies, focusing on illegal private lending and financial fraud. The research methods included analysis of relevant laws and policy materials, and focus group interviews with 15 experts from five groups, including the National Investigation Headquarters of the Korean National Police Agency, the Financial Services Commission, the Financial Supervisory Service, and the Korea Institute of Finance. The findings reveal that financial crimes affecting public welfare are characterized by cross-border operations, diversification of crime types, and exploitation of digital technologies, while the response systems of each agency face limitations such as legal authority constraints, shortage of specialized personnel, and insufficient information sharing. This study proposes the dissolution of inter-agency silo effects as a core task and recommends policy measures including the establishment of an integrated information-sharing system, capacity building for specialized personnel, and improvement of legal frameworks.

이 연구는 고물가 등 어려워진 경제환경에서 급증하고 있는 민생침해 금융범죄에 대한 대응체계의 실태를 분석하고, 기관간 협력강화를 위한 개선방안을 제시하는 것을 목적으로 하였다. 특히 불법사금융(illegal private lending)과 금융사기(financial fraud) 를 중심으로, 각 대응기관들의 역할과 협력체계를 분석하였다. 연구방법으로는 먼저 관 련 법률들을 분석하고, 금융범죄 대응과 관련된 다섯 개 그룹 열다섯 명의 전문가들을 대상으로 포커스그룹 인터뷰(FGI)를 실시하였다. 인터뷰 대상은 경찰청 국가수사본부, 금융위원회·금융감독원, 서민금융진흥원, 한국금융연구원 등의 다양한 이해관계자로 구성하였다. 분석 결과, 민생침해 금융범죄는 범죄의 초국경화, 유형의 다각화, 첨단디지털 기술 의 악용 등의 특징을 보이고 있으며, 각기관들의 대응체계는 법적권한의 한계, 전문인 력의부족, 정보공유미흡등의 문제점을안고있는것으로나타났다. 본 연구는이러한 문제점을 극복하기 위해 기관들 간에 발생하고 있는 사일로 효과(silo effect)의 해소를 핵심 과제로 제시하고, 통합적인 정보공유 체계의 구축, 전문인력 양성 등의 정책적 개 선방안을 제언하였다.
