This study examines how disputes over evaluation criteria and scoring intensified the framing of “unfairness” in the public conflict surrounding the siting of a new metropolitan resource recovery facility (waste incineration facility) in Mapo District, Seoul. Employing a qualitative case-study design, we combine frame analysis with discourse analysis focused on how technical claims are legitimized or delegitimized and how they become moralized in public debate. The analysis draws on document-based data produced between 2019 and 2026, including official materials from the Seoul Metropolitan Government (e.g., siting process documents, Q&A, and explanatory statements), Mapo District and Mapo District Council documents (e.g., internal reports, resolutions, and special committee materials), residents’ opposition materials, news coverage, the first-instance administrative court ruling, and media reports on the appellate (second-instance) outcome. The findings show that technical evaluation discourse— exclusion criteria, feasibility criteria, weighting, and scoring tables—was repeatedly rearticulated as moral language invoking unfairness, illegitimacy, sacrifice, and distributive inequity. A focal trigger was the allocation of only three points to the criterion concerning “duplication of environmental infrastructure,” which Mapo actors interpreted as institutional marginalization of cumulative burdens and distributive/environmental justice. In parallel, controversies over the absence of prior consultation and alleged procedural defects strengthened a procedural legitimacy frame, contributing to legal escalation and deepening frame polarization. The study highlights how quantified evaluation systems can function both as devices of objectification and as symbols of injustice when their normative assumptions remain opaque. Policy implications include embedding equity and cumulative-burden criteria into evaluation design, proactively disclosing and justifying scoring rationales, and institutionalizing participatory and deliberative procedures at the stage of rule-setting.

본 연구는 서울시 마포구 광역자원회수시설(신규 소각장) 입지선정 갈등에서 평가 항목·배점 논쟁이 ‘불공정’ 프레임을 형성·증폭시키는 과정을 분석한다. 2019-2026년 기 간의 문서자료를 기반으로 프레임 분석과 담론분석을 결합한 질적 사례연구로 수행하 였다. 분석자료는 서울시의 입지선정 관련 공식 문서(입지절차 안내, Q&A, 해명자료), 마포구 및 마포구의회 문건(추진상황 보고, 결의안, 특별위원회 자료 등), 주민 반대운 동 자료, 언론 기사, 입지결정 고시 취소소송 1심 판결문과 항소심 결과 관련 보도를 포 함한다. 이론적으로는 프레이밍 이론, 절차적 정의, 환경정의, 비선호시설(NIMBY)·시 설입지 갈등 문헌을 통합하였다. 분석 결과, 기술적 평가(배제기준·평가기준·배점·점수 표) 담론이 불공정·부당·희생·형평과 같은 ‘도덕적 언어’로 전환되며, 배점 분쟁이 프레 임 경합의 핵심 축으로 부상하였다. 특히 ‘환경기초시설 중복 여부’에 대한 3점 배점은 중복부담과 형평 고려가 평가체계에서 주변화되었다는 인식을 강화하여 분배적 정의 및 환경정의 문제제기를 촉발하였다. 동시에 ‘사전협의부재’와 ‘절차 하자’ 논쟁은 절차 적 정당성 프레임을 강화하여 갈등의 사법화(행정소송)와 프레임 양극화를 가속하는 경향을 보였다. 본 연구는 정량 평가체계가 객관화 장치로 기능하는 동시에 갈등 국면 에서 불공정의 상징으로 전도될 수 있음을 보여주며, 공공갈등 관리 측면에서 (1) 평가 체계 설계 단계에서의 형평·중복부담 기준 실질화, (2) 배점 및 근거의 선제적 공개와 설명가능성 확보, (3) 규칙 설계 단계의 참여·숙의 절차 제도화를 정책적 함의로 제시한다.
