This study analyzed various conflicts and contradictions that emerged in korea’s Memory of the World registration activities and sought to suggest effective registration activities by overcoming each conflict. ‘Activity Theory’ was applied as a theoretical framework for analysis. As a multiple case study, data was collected through literature and in-depth interviews with interviewees. The improvement measures summarized in the discussion are as follows. Institutions applying for registration must have an objective understanding of the records and focus on developing the value of the records to reveal their global significance. The application for registration must be written at a level that can be understood by international advisory committee member and register sub-committee member and must be comprehensive but concise. Korea Heritage Service needs to broadly develop national registers to expand the base of documentary culture and promote registration activities. Policy support is also needed to ensure that the experience of the international documentary heritage capacity-building training program can be transferred to domestic institutions.

본 연구는 국내 세계기록유산 등재 활동에서 나타나는 다양한 갈등 또는 모순 상황을 분석하고 각 갈등의 극복을 통해 효과적인 등재 활동 방안을 제시하고자 했다. 분석을 위한 이론적 틀로 ‘활동이론(Activity Theory)’을 적용했다. 다중 사례 연구로서 문헌 자료와 인터뷰 참여자와의 심층 인터뷰를 통해 자료를 수집했다. 논의에서 정리된 개선 방안은 다음과 같다. 등재신청 기관은 기록물에 대한 객관적 인식이 필요하며 세계적 중요성을 밝히기 위해 기록물의 가치 개발에 주력해야 한다. 등재신청서는 국제자문위원회와 등재소위원회 위원들이 이해할 수 있는 수준에서 작성해야 하고 포괄적이지만 간결하게 기술해야 한다. 국가유산청은 기록문화 저변을 확대하고 등재 활동을 촉진하기 위해 국가목록을 신설하여 폭넓게 개발할 필요가 있다. 국제 기록유산 역량강화 훈련 사업의 경험이 국내 기관에도 전수될 수 있도록 정책 지원도 필요하다.
