This study aims to explore practical approaches for the development of competency-based general education curricula in junior colleges and to propose practical operational strategies. To this end, the study first analyzes trends and representative cases of general education curricula in Korean junior colleges and U.S. community colleges, and based on this analysis, suggests strategies for the development and operation of general education curricula aligned with core competencies. The findings show that Korean junior colleges derive diverse sets of core competencies in accordance with their institutional missions and talent profiles, and utilize these competencies as the foundation for competency-based general education curricula tailored to their respective institutional contexts. In response to the increasingly diversified demands of contemporary society, junior colleges—whose primary mission is to cultivate advanced technical professionals— emphasize the development of creative and convergent talent. In particular, they focus on fostering global professionals equipped with competencies in communication and collaboration, initiative, and problem-solving compettencies. To achieve these goals, the study highlights the need to transition toward more flexible, creative, and learner-centered competency-based general education curricula. Furthermore, it proposes institutional improvements, including the establishment of dedicated organizations for general education and the securing of full-time faculty specializing in general education within junior colleges.

본 연구에서는 전문대학교의 역량기반 교양교육과정의 개발을 위한 현실적 방안을 탐색하고 실행 가능한 운영방안을 제안하고자 하였다. 이를 위하여 먼저 국내 전문대학교 및 미국 커뮤니티 칼리지의 교양교육과정의 동향과 사례를 분석하고 핵심 역량에 기반한 교양교육과정 개발 및 운영 전략을 제안하였다. 연구결과, 국내 전문대학의 경우 각 학교의 인재상을 따른 다양한 핵심역량을 도출하여 이를 각 대학의 실정에 맞는 역량 기반 교양교육과정에 반영하고 있는 것으로 나타났다. 특히 고도화된 전문 직업인 양성을 교육목표로 하는 전문대학교는 창의·융합형 인재의 양성을 주요 목표로 설정하고 있으며, 공통적으로 의사소 통 및 협업 역량, 주도성, 문제해결 역량을 갖춘 글로벌 인재양성에 중점을 두고 있었다. 이를 위하여 보다 유연하고 창의적인 학습자 중심의 역량기반 교양교육과정으로의 전환이 요구되며, 전문대학교내 교양교육 전담조직과 전임교원의 확보 등 제도적 보완이 필요함을 제안하였다.
