This study aims to explore the necessity and implementation strategies of legislative education from the perspective of democratic citizenship education. Although citizenship education in school curricula primarily focuses on understanding democratic values and institutions, students have limited opportunities to participate in actual public decision-making processes. In particular, participation activities presented in textbooks are often restricted to passive forms such as writing letters or signing petitions, which are insufficient for fostering students’ active political engagement. As an alternative approach, this study proposes legislative education as a practical component of citizenship education and examines the current status and limitations of civic participation in schools through an analysis of the 2022 revised national curriculum. In addition, the study explores the educational potential of youth legislative participation by examining cases such as youth councils and policy proposal activities that connect schools with local communities. The findings suggest that youth legislative education can be structured into four stages: problem identification, legislative education, legislative action, and evaluation. When implemented through collaborative networks among schools, local communities, and local councils, legislative education can enhance students’ political efficacy and civic participation. Therefore, to strengthen the effectiveness of democratic citizenship education, it is necessary to expand practice-oriented civic education centered on legislative activities that connect school curricula with community participation.

본 연구는 사회과 정치교육의 관점에서 청소년 입법교육의 필요성과 실행 방안을 탐색하는 것을 목적으로 한다. 학교 교육과정에서 정치교육은 민주주의 가치와 제도 이해를 중심으로 이루어 지고 있으나, 실제 공적 의사결정 과정에 참여하는 경험은 제한적이라는 한계를 지닌다. 특히 교과 서에서 제시되는 참여 방식은 공공기관에 편지쓰기나 서명운동 등 수동적 참여에 머무르는 경우가 많아 청소년의 주체적 정치참여를 확대하기에는 부족하다. 이에 본 연구는 정치교육의 실천적 대 안으로 입법교육을 제안하고, 2022 개정 교육과정을 분석하여 학교 현장에서 수행되고 있는 정치 교육의 현황과 한계를 검토하였다. 또한 학교와 지역사회를 연계한 청소년의회, 정책 제안 활동 등의 사례를 통해 청소년이 지역사 회 문제를 인식하고 조례 제⋅개정 과정에 참여할 수 있는 교육적 가능성을 살펴보았다. 그 결과, 입법교육은 문제 인식, 입법이해, 입법실천(참여), 평가의 단계로 구성될 수 있으며, 학교⋅지역사 회⋅지방의회의 협력적 네트워크를 통해 실행될 때 청소년의 정치적 효능감과 시민참여 역량을 높 일 수 있는 것으로 나타났다. 따라서 민주시민교육의 실효성을 높이기 위해서는 학교 교육과정과 지역사회 참여를 연계한 입법활동 중심의 실천적 정치교육이 확대될 필요가 있다.
