This study aims to reinterpret volume-based garbage bags as an everyday public design medium that mediates urban identity, rather than simply a garbage collection container. It also proposes a design direction that reflects Chuncheon’s regional identity. In modern cities, public design serves as a key means of shaping urban imagery by integrating the physical environment and symbolic systems. Volume-based garbage bags, as a daily medium repeatedly exposed in public spaces, can influence urban landscapes and perceptions. However, a systematic approach from a landscape perspective, including their placement, has been relatively limited. This study was conducted as a procedure to derive problems through emission site surveys and user surveys, and to derive design directions based on previous studies and analysis of domestic and foreign cases. Based on the theory of urban identity, the volume-based garbage bag was repositioned as a ‘scenic element temporarily exposed to public space’, and the three key elements of the information hierarchy were derived through case analysis of five local governments in Korea. International examples highlighted strategies such as visually highlighting regional symbols, landscape design that considers collective placement, and emotionally transforming negative images. Field research and survey results in Chuncheon City revealed that volume-based garbage bags have the potential to be improved in terms of harmonizing with the urban landscape due to the complexity of their information arrangement and limitations in their structural independence. Furthermore, users tended to maintain the bags in an upright position. Therefore, this study proposed a design direction that integrates structural compression of information hierarchy, user behavior-based cohesion design, and landscape strategies that consider the state of stacking and aggregation. Furthermore, In addition, by setting fruits and vegetables with a high proportion of production as a formative motif based on the Chuncheon City Statistical Yearbook(2024), local agricultural assets were structured as formative elements that form an urban image. This study has academic significance in that it redefined volume-based garbage bags from a function-oriented administrative medium to a public design medium that mediates the physical foundation and emotional image of the city, and expanded it to a design strategy that integrates usage behavior and appropriate environment.

본 연구는 쓰레기 종량제봉투를 단순한 폐기물 수거 용기가 아니라 도시 정체성을 매개하는 일상적 공공디 자인 매체로 재해석하고, 춘천시의 지역 정체성을 반영 한 디자인 방향을 제안하는 데 목적을 둔다. 현대 도시 에서 공공디자인은 물리적 환경과 상징체계를 통합하여 도시 이미지를 형성하는 핵심 수단으로 기능한다. 종량 제봉투 또한 공공 공간에 반복적으로 노출되는 생활 매 체라는 점에서 도시 경관과 인식에 영향을 미칠 수 있 으나, 적치 상태를 포함한 경관적 관점에서의 체계적 접근은 제한적으로 다루어져 왔다. 본 연구는 배출 현장 조사와 사용자 설문을 통해 문 제를 도출하고, 선행연구 및 국내외 사례 분석을 기반 으로 디자인 방향을 도출하는 절차로 진행되었다. 도시 정체성 이론을 바탕으로 종량제봉투를 ‘일시적으로 공 공 공간에 노출되는 경관 요소’로 재위치시키고, 국내 5개 지자체 사례 분석을 통해 정보 위계의 핵심 3요소 를 도출하였다. 국외 사례에서는 지역 상징의 시각적 전면화, 집합 적치 상태를 고려한 경관설계, 부정적 이 미지를 감성적으로 전환하는 전략이 나타났다. 춘천시를 대상으로 한 현장 조사와 설문 결과, 종량 제봉투는 정보 배열의 복잡성과 구조적 자립성의 한계 로 인해 도시경관과의 조화 측면에서 개선 가능성이 확 인되었으며, 사용자들은 봉투를 직립 상태로 유지하려 는 행동 특성을 보였다. 이에 본 연구는 정보 위계의 구조적 압축, 사용자 행태 기반 결속 구조 설계, 적치 집합 상태를 고려한 경관 전략을 통합한 디자인 방향을 제안하였다. 또한, 춘천시 통계연보(2024)에 근거하여 생산 비중이 높은 과채류를 조형 모티브로 설정함으로 써, 지역의 농업 자산을 도시 이미지를 형성하는 조형 요소로 구조화하였다. 본 연구는 종량제봉투를 기능 중심의 행정 매체에서 도시의 물리적 기반과 정서적 이미지를 매개하는 공공 디자인 매체로 재정의하고, 이를 사용 행태와 적치 환 경까지 통합적으로 반영한 디자인 전략으로 확장하였다 는 점에서 학술적 의의를 지닌다.
