This study examines South Korea’s multicultural education policies from 2020 to 2025, shifting the focus from simple program evaluation to the structural dynamics of policy and institutional frameworks. Utilizing qualitative document analysis of Ministry of Education plans, legal statutes, and policy reports, the research applies a theoretical framework grounded in Banks’ multicultural education, Kymlicka’s liberal multiculturalism, and critical multicultural pedagogy. The analysis reveals that as discourses on pandemic response and educational gaps intensified, multicultural students became increasingly pigeonholed as passive "beneficiaries of aid" rather than active participants. This shift has stifled policy debates regarding fundamental institutional reforms and the protection of universal rights. By exposing the disconnect between rhetorical inclusion and actual governance, this study argues that multicultural education must transcend group-specific support and be reimagined as a catalyst for the systemic restructuring of the entire educational landscape.

본 연구는 2020년부터 2025년까지 한국 다문화교육 정책을 대상으로, 이를 단순한 프로그램 차원이 아닌 정책과 제도가 작동하는 구조적 관점에서 분석하였다. 교육부의 기본계획 및 시행계획, 관련 법령과 정책보고서를 중심으로 질적 문헌분석을 수행하였 으며, Banks의 다문화교육 이론과 Kymlicka의 자유주의적 다문화주의, 비판적 다문화 교육 이론을 분석 준거로 적용하였다. 분석 결과, 팬데믹 이후 위기 대응과 학습결손 및 교육격차 담론이 강화되는 과정에서 다문화학생을 능동적 주체가 아닌 시혜적 ‘지원 대상’으로 범주화하는 경향이 고착되었음을 확인하였다. 이에 따라 학교 구조의 근본적 변화나 보편적 권리 보장에 관한 정책적 논의는 상대적으로 위축되었다. 본 연구는 선 언적인 포용 정책과 거버넌스의 실제 작동 간 간극을 규명하고, 다문화교육을 특정 집 단에 국한된 지원책을 넘어 교육 시스템 전반의 구조적 변화 과제로 재구성해야 한다 는 정책적 시사점을 제안한다.
