This study aims to examine the status and position of writing education within the Level 5 “Understanding Korean Society” course of the Korea Immigration & Integration Program (KIIP) and to identify policy issues related to fostering critical literacy required for immigrants as democratic citizens in Korean society. For this purpose, a qualitative analysis was conducted based on surveys of KIIP Level 5 instructors to explore perceptions and current conditions in the educational field. The results identified several factors contributing to the structural marginalization of writing education in Level 5 classes: pressure to cover extensive course material, significant disparities in learners' Korean proficiency levels, the absence of explicit writing instruction guidelines, and the low weight of the writing section in the Comprehensive Evaluation for Permanent Residency. Notably, the current KIIP comprehensive evaluation system may generate a negative washback effect, marginalizing rather than promoting writing education, and highlights the need for improvement in supporting immigrants’ literacy development. Based on these findings, this study proposes policy recommendations, including level-based writing instruction for KIIP Level 5 learners, the establishment of special writing classes, the development of writing instruction guidelines, the regularization of workshops for enhancing the competencies of Level 5 instructors, and the introduction of higher score allocation and a minimum score requirement for the writing section of the comprehensive evaluation. This study contributes to discussions on improving KIIP Level 5 writing education by examining its current status and considering directions for improvement in relation to the educational goals and the Comprehensive Evaluation for Permanent Residency.

본 연구는 법무부 사회통합프로그램(KIIP) 5단계 ‘한국사회 이해’ 과정에서 이루어지는 작문 교육의 실태와 위상을 고찰하고, 한국 사회의 민주시민으로서 이민자에게 요 구되는 비판적 문해력 함양을 위한 정책적 쟁점을 도출하는 데에 목적이 있다. 이를 위 해 KIIP 5단계 교수자를 대상으로 설문조사를 실시하여 교육 현장의 인식과 실태를 질 적으로 분석하였다. 연구 결과, KIIP 5단계 수업에서 작문 교육의 위상이 구조적으로 주변화된 원인으로서, ‘5단계 수업의 진도 압박’, ‘학습자 집단의 현저한 한국어 수준 격 차’, ‘명시적인 작문 지도 가이드라인 부재’, ‘영주용 종합평가 내 작문 시험의 낮은 배점’ 이 주목되었다. 특히 현행 KIIP 종합평가 체계는 작문 교육을 견인하기보다 소외시키는 부정적 환류 효과를 가져올 수 있으며, 이민자의 문해력 함양을 위한 보완이 필요함 을 밝혔다. 이러한 분석을 바탕으로 본 연구는 ‘KIIP 5단계 학습자 대상 수준별 작문 지도’, ‘작문 특별 수업 개설’, ‘작문 수업 가이드라인 마련’, ‘5단계 교수자 역량 강화를 위 한 워크숍 정례화’, ‘종합평가 내 작문 배점 상향 및 최저 점수제 도입’을 포함한 정책적 제언을 하였다. 본 연구는 KIIP 5단계 작문 교육의 실태를 조망하고, 그 개선 방향을 교육 목표와 영주용 종합평가와 연계하여 고찰하였다는 점에서 의의가 있다.
