This study aims to explore how universities and local communities can collaboratively establish an integrated support system to promote career development and long-term settlement of international students in Korea. To this end, international students’ career development and settlement are analyzed through the interaction of three dimensions: individual competencies, university support systems, and local community and policy contexts. Methodologically, the study reviews the current status of international students in Korea and examines policy changes by the Ministry of Education and the Ministry of Justice. In addition, it conducts a comparative analysis of academicemploymentsettlement linkage systems in major host countries for international students, including the United States, Canada, and Germany. Empirical data were collected through a survey on career awareness and exploration involving 104 international students at B University, as well as focus group interviews (FGI) with ten stakeholders, including local government officials from population-declining regions, hotel human resources managers, and university faculty members, to identify on-the-ground needs and key issues related to international students’ employment and settlement support. The findings reveal that career support, internships, visa systems, and settlement support for international students are currently implemented in a fragmented manner. By reorganizing these policies and systems within an integrated framework of “recruitmentstudycareer developmentemploymentsettlement,” this study proposes an analytical model that can inform future policy design and subsequent research. Although the study has limitations in terms of diversity due to the restricted scope of the survey and FGI participants, it holds significance as an exploratory study that offers an integrated perspective on policies and systems surrounding international students, as well as the roles of universities and local communities.

이 연구는 국내 외국인 유학생의 경력개발과 한국 사회 정주를 촉진하기 위해 대학 과 지역사회가 어떻게 통합적으로 지원체계를 구축할 수 있을지 탐색하는 데 목적이 있다. 이를 위해 외국인 유학생의 경력개발과 정주를 개인 역량 차원, 대학 지원체계 차원, 지역사회·정책 차원의 상호작용으로 설정하고 분석하였다. 연구 방법으로는 국내 유학생 현황과 교육부·법무부의 정책 변화를 정리하고, 미국, 캐나다, 독일 등 유학 생 주요 수용국의 학업취업정주 연계 제도를 비교·분석하였다. 또한 B대학 유학생 104명을 대상으로 한 진로 인식·탐색 실태조사와 인구 감소지역 지자체 공무원·호텔 인사 책임자·대학 교수 등 10인이 참여한 포커스그룹 인터뷰(FGI)를 통해 유학생 취업 및 정주 지원의 현장 요구와 쟁점을 파악하였다. 연구를 통해 유학생 진로 지원, 현장 실습, 비자 제도, 정주 지원이 서로 분절적으로 운영되고 있음을 확인하고, 유학생을 둘 러싼 다양한 제도를 ‘유치학업경력개발취업정주’ 라는 틀 안에서 재배치함으로써, 향후 정책 설계와 후속 연구가 참고할 수 있는 분석 틀을 제안한다. 본 연구는 실태조 사 및 FGI 참여 그룹이 한정되어 다양성 반영에 한계는 있으나, 유학생을 둘러싼 정책 과 제도, 대학 및 지역사회의 역할을 통합적으로 조망하려는 탐색적 연구라는 점에서 의의를 갖는다.
