For a new beginning of inter-Korean exchange and cooperation, this study attempted to review the start of inter-Korean ‘exchange cooperation’ in the field of science and technology in consideration of the North’s perspective beyond the exchange and cooperation studied from the perspective of South Korea. North Korea has created and is promoting various policies and laws for the development of science and technology. Given the current status of North Korea’s science and technology system, it is possible to see inter-Korean cooperation in the field of science and technology as a priority in the future, and expand exchanges in the field of science and technology. With this as the origin, details of inter-Korean science and technology exchange and cooperation that can be promoted were proposed. Proposals such as R&D, technology transfer and technology exchange, talent training, and sharing of results in the field of science and technology are expected to serve as the basis for mutual understanding and development in the field of science and technology between the two Koreas.

본 연구에서는 남북 교류 협력의 새로운 시작을 위해 그간 남한의 관점에서 연구된 교류 협력을 넘어 북한의 관점을 고려하여 과학기술 분야 남북 ‘교류 협력’의 시작을 검토하고자 하였다. 북한은 과학기술 발전을 위해 다양한 정책과 법령을 만들어 추진하고 있다. 이와 같은 북한의 과학기술 제도 현황을 볼 때, 향후 과학기술 분야의 남북 협력을 우선순위로 보고, 과학기술 분야의 교류를 확대해볼 수 있다. 이를 원류로 하여 추진할 수 있는 남북 과학기술 교류 협력의 세부 내용들을 제안하였다. 연구개발, 기술이전 및 기술 교류, 인재 양성, 과학기술 분야 성과공유 등 제안들은 남북 과학기술 분야의 상호 이해와 발전을 위한 기반이 될 수 있을 것으로 기대한다.
