In this study, the efficiency of sewage public enterprises in Chungcheong Province was analyzed using the Data Environment Analysis (DEA) technique. From 2020 to 2023, efficiency was measured from a static/dynamic perspective in 19 DMUs of sewage public enterprises. Through the measurement of scale efficiency from a static perspective, the causes of inefficiency were analyzed as scale and technical problems. The results of dynamic efficiency analysis using the DEA/Window model were presented, and a response model for each field was presented using the efficiency-stability matrix. This study is meaningful in that it conducted an efficiency analysis for sewage public enterprises in the Chungcheong area, and the results of static/dynamic efficiency analysis are expected to be used as basic data for the management and operation of sewage public enterprises in the future.

본 연구에서는 Data Envelopment Analysis(DEA) 기법을 이용하여 충청지역 하수도공기업의 효율성을 분석하였다. 2020년～2023년까지 하수도공기업 19개 DMU를 대상으로 효율성을 정태적․동태적 관점에서 분석하였다. 정태적 관점의 규모효율성 분석을 통해서 비효율성 원인을 기술문제와 규모로 분석하였다. DEA/Window 모형을 활용한 동태적 효율성 분석 결과를 제시하고 효율성-안정성 매트릭스를 활용해 분야별 대응 모델을 제시하였다. 본 연구는 충청지역 하수도공기업을 대상으로 효율성 분석을 실행했다는 점에 의의가 있으며, 정태적․동태적 효율성 분석결과는 향후 하수도공기업 관리 및 운영에 있어 기초자료로 활용이 가능할 것으로 기대된다.
