This study examined whether the lifelong education promotion plan of Ansan City, designated as an intercultural city, incorporates educational approaches aimed at maintaining and strengthening its identity as such. Conducted as a literature-based case study, it selected Ansan City as its case subject due to its status as the local government with the largest number of long-term foreign residents and its representativeness as the first intercultural city. The primary document analyzed was the ‘Third Ansan City Lifelong Education Mid-to-Long-Term Development Plan: 2021-2025’ published in 2020. Although research on the current fourth mid- to long-term plan has been completed, its results report has not been publicly released, making the third development plan the main reference. Analysis revealed that while the fundamental direction in Ansan City's lifelong education development plan is a shift towards interculturalism, the actual detailed plans show a mixture of assimilationist and intercultural approaches. Therefore, it was recommended that future plan development maintain consistency in educational approaches and strive to develop diverse intercultural programs, referencing online education programs provided by the intercultrual city (ICC) program.

본 연구의 목적은 상호문화도시로 지정된 안산시의 평생교육 발전계획에 상호문화도시 로서의 정체성을 유지, 강화하기 위한 교육적 접근이 반영되어 있는가를 고찰하는 데 있 다. 문헌 중심의 사례연구 방법으로 수행된 본 연구는 장기 거주하는 외국인 주민의 수가 가장 많은 지자체이자 최초의 상호문화도시로서의 대표성을 지닌 안산시를 사례로 하였다. 주요 문헌으로서 분석된 자료는 2020년에 발간된‘제3차 안산시 평생교육 중장기 발전계 획: 2021-2025’이다. 현재 ‘제4차(2026~2030) 안산시 평생학습도시 중‧장기 발전계획’에 대한 연구가 마무리되었으나 일반에는 요약본의 형태로만 공개되어 외국인 주민 관련 평 생교육 계획에 대한 세부 내용 확인이 어려운 관계로 제3차 발전계획을 주요 문헌으로 선 정하였다. 분석 결과 안산시 평생교육 발전계획에서의 기본 방향은 상호문화주의로의 전환 이지만 실질적인 세부 계획에서는 동화주의적 접근과 상호문화주의적 접근이 혼재되어 있 음을 알 수 있었다. 이에 향후 발전계획 수립에 있어서 교육적 접근의 일관성을 유지하고, 상호문화도시(ICC) 프로그램에서 제공하는 온라인 교육 프로그램 등을 참고하여 다양한 상 호문화 프로그램 개발에 힘쓸 것을 제언하였다.
