This study examines how the cultural participation experiences and the cultural demand of residents in Yeoncheon-gun are formed and sustained under conditions of population decline, aging, and widening regional disparities in cultural infrastructure. It also seeks to provide a basis for establishing Yeoncheon-gun’s cultural identity and designing local cultural programs. To this end, the study reviewed the local cultural environment and conditions for cultural participation through analyses of literature and internal documents from the Yeoncheon-gun Office and conducted interviews with 19 participants, including policy stakeholders, operators of local cultural organizations, local artists, and residents. The collected data were analyzed using grounded theory procedures to identify categories, integrate their relationships, and explain the process of cultural demand formation. The findings indicate that, despite positive perceptions of local resources, culture tended to be narrowly perceived in terms of one-off events, while limited accessibility at the living-area level and disparities in participation experiences weakened the continuity of cultural participation. In addition, cultural participation was linked to emotional refreshment, everyday recovery, social networks, and trust, but instability emerged as the maintenance and dissolution of relationships coexisted with experiences of exclusion. Accordingly, the study proposes four key tasks—transforming modes of cultural participation, restructuring the use of local resources, strengthening the sustainability of community connections, and designing demand-responsive policies—and suggests implementation strategies.

본 연구는 인구감소와 고령화, 문화기반의 지역 간 불균형이 심화되는 상황에 서 연천군 주민의 문화향유 경험과 문화수요가 어떠한 조건과 상호작용을 통해 형성되고 지속되는지 파악하고자 하였다. 또한 분석 결과를 토대로 연천군의 문 화정체성을 정립하고 지역문화사업 설계를 위한 근거를 마련하는 데 목적이 있 다. 이를 위해 문헌과 연천군청 내부자료를 분석하여 지역의 문화 환경과 문화향 유 여건과 실태를 검토하였다. 더하여 정책관계자, 지역문화단체 운영자, 지역예 술가, 지역주민 등 총 19명을 대상으로 심층면접 및 초점집단면접(FGI)을 실시하 였다. 수집된 자료는 전사한 후 근거이론의 절차에 따라 분석하였다. 개방코딩, 축코딩, 선택코딩을 통해 범주를 도출하고, 범주 간 관계를 통합하여 핵심범주와 문화수요 형성과정을 설명하였다. 분석 결과, 연천군이 지닌 자원에 대한 긍정적 인식에도 불구하고 문화의 범주가 일회성 이벤트 중심으로 좁게 인식되는 경향 이 확인되었고, 생활권 단위의 접근성 제약과 참여 경험의 편차가 문화향유의 지 속성을 약화시키는 요인으로 나타났다. 더불어 문화참여는 정서적 환기와 일상 회복, 관계망 형성과 신뢰 축적과 맞물려 있으나, 관계의 유지와 소멸, 배제 경험 이 공존하면서 불안정성도 함께 나타났다. 이에 본 연구는 문화 활동 참여 방식 의 전환, 지역 자원의 활용 방식 재구성, 공동체 연결의 지속성 강화, 수요자 중 심의 정책 설계를 과제로 제시하고 이에 대한 실행 방안을 예시하였다.
