Purpose : This study investigates improvement measures for logistics companies moving into Port-Type Free Trade Zones to engage in value-added processing activities away from storage and unloading Functions. Research design, data, methodology : The study examines the regulations on the logisitics industry in Port-Type Free Trade Zones, Focusing on the ‘Act on Designation and Management of Free Trade Zones’, and suggests measures to improve the system for regulation. Results : As a result of the study, the logistics industry has excessive regulations that require new registration of the manufacturing industry and conform to the standard ratio building area in order to perform value-added processing. Conclusions : This study suggested a system improvement plan for the logistics industry to perform value-added processing using FTAs. It was suggested that the logistics industry should be legally changed to a complex logistics business that can be processed and assembled as well as stored and unloaded, and the standard ratio of building area regulation should be deleted.

본 논문은 항만형 자유무역지역에 입주한 물류기업이 단순 보관·하역 기능에서 벗어나 부가가 치 가공 활동을 하기 위한 개선 방안을 연구하였다. 항만형 자유무역지역에서 화주의 요청에 따라 FTA 체약국의 원재료를 반입한 후 이를 가공하여 수출하는 것은 자유무역지역법에 따라 가능하지만, 물류업종이 부가가치 가공을 하기 위해서는 별도의 제조업을 신규로 등록하여야 하고 기준건축면적률에 적합해야 하는 과도한 규제를 안고 있다. 이에 제도개선 방안으로 물 류업종이 하역·보관은 물론 가공·조립까지 포함하는 복합물류사업으로 변경하고 부지 면적의 1/4 이하까지는 가공·조립 시설이 입지할 수 있도록 법령 개정안을 제시하였다. 또한, 산업단지 에서 민간 분양에 따른 투기 방지 목적으로 규제를 한 기준건축면적률 규정은 임대를 통해 입주하는 항만형 자유무역지역에는 과도한 규제에 해당되므로 삭제할 필요가 있음을 제시하 였다. 본 연구는 국내에 지정된 자유무역지역 중 가장 규모가 크고 국내·외 물류망의 중심인 항만형 자유무역지역에 입주한 물류기업이 FTA를 활용하고 고부가가치 복합물류 및 가공활 동을 할 수 있는 제도적 기반을 연구하였다는 점에서 의의를 두고 있다.
