This study critically reviews the past decade of the Restoration and Maintenance of Key Historic Sites of the Silla Royal Capital project (hereinafter Silla Royal Capital Project), launched in 2014, from an archaeological perspective, and aims to analyze the structural dilemmas faced by national heritage governance. The Silla Royal Capital Project began with the dual goals of recovering Gyeongju's historical identity and revitalizing the local economy. However, throughout its implementation, it exposed a severe conflict between 'Political Time,' which demands visible and rapid results, and 'Archaeological Time,' which requires long-term, precise investigation to determine the authenticity of the ruins. The analysis reveals that in the early stages, the academic rigor of excavation investigations was frequently threatened, with hasty restoration plans established in the absence of archaeological data or discussions about the mass deployment of private investigation agencies to shorten the excavation period. Such conflicts led to tangible side effects, such as the damage to archaeological features during the construction of the Hwangnyongsa History and Culture Center. In response, the academic community and national research institutes have sought qualitative advancements by securing legal stability through the enactment of the Special Act on the Restoration and Maintenance of Key Historic Sites of the Silla Royal Capital and establishing a ‘Comprehensive National Heritage Research Model’ to practice interdisciplinary research and Public Archaeology. However, the recent political pressure regarding the excavation of Wolseong Palace implies that development logic and performance-ism still threaten archaeological principles even after legal institutionalization. In conclusion, this study suggests that for the Silla Royal Capital Project to succeed, it is urgent to build a new governance system that can guarantee 'archaeological authenticity' by institutionally ensuring the academic duration of excavation investigations, establishing a research-centered budget structure, and deriving a process-oriented social consensus.

문화재의 보호, 관리, 조사, 발굴 및 그 활용과 전국 매장문화재 발굴조사 전담법인기관과의 유기적인 협력체제 유지를 통하여 민족 문화의 보존ㆍ보급ㆍ선양ㆍ전승에 기여함을 목적으로 한다.
1970년대부터 국토개발사업이 본격화 되면서 현대생활의 편리성을 추구하는 각종 대규모 토목공사가 계획ㆍ진행되고 있으며, 이러한 대규모의 토목공사는 땅의 형질변경을 수반함으로 인해 문화유적의 훼손과 파괴를 초래한다. 1990년대 초까지의 매장문화재 조사는 국립박물관, 문화재연구소, 대학박물관 등에서 주도하여 왔으나 매년 증가하는 문화재조사 수요를 감당하기 힘든 실정으로 사업시행의 지연과 문화재관련 학술자료획득의 양면에서 막대한 차질을 빚게 됨에 따라 매장문화재 전담법인기구의 필요성이 제기되었다. 이에 따라 상시 문화재조사 체제를 유지하며, 문화재조사와 관련하여 사업시행자의 손실을 최소화하고, 긴급발굴에 따른 졸속 발굴 등을 예방하여 철저한 학술자료 획득 및 전문인력의 양성을 통한 전반적 발굴수준의 향상을 위하여 중앙문화재연구원이 설립되었다.
