Governance is not merely a “structure of control,” but rather the “overall structure and process through which multiple actors participate together in decision-making, oversight, and shared responsibility.” This study posits that the various issues, large and small, surfacing in the Korean church today, along with the resulting decline in trust and public indifference, are clearly linked to the church's political structure‒an undeniable reality. Furthermore, while the Korean Church has embarked on overseas missions with missionary zeal and fervor, it is also true that it has exposed various dissonances and inefficiencies. To carry out efficient and effective Korean missions suited for the 21st century, it is now time to establish a governance structure for missions that proactively responds to mission fields and mission environments.

거버넌스(governance)는 단순히 “지배구조”만이 아니라, “여러 주체가 함께 참여해서 의사결정하고, 감독하고, 책임을 나누는 전체 구조와 과 정”을 말한다고 할 수 있다. 오늘날 한국교회에서 불거지는 크고 작은 일 과 그로 인한 교회의 신뢰 하락과 국민의 외면은 분명 교회의 정치 구조와 관련이 있다고 이 연구는 전제하고 있는데, 부정할 수 없는 현실이다. 또 한, 한국교회는 선교적 열정과 열심을 가지고 해외 선교에 나섰지만, 여러 가지 불협화음과 비효율성을 노출한 것도 사실이다. 21세기에 맞는 효 율적이고 효과적인 한국 선교를 수행하기 위해서는 선교지와 선교 환경에 선제적으로 대응하기 위한 선교의 거버넌스(governance) 구조가 필요한 시점이다.
