This study examines the operational status of online safety education for coastal experiential activities, implemented pursuant to Article 11 of the Act on the Prevention of Coastal Accidents, from the perspectives of operators and safety managers, and identifies improvement tasks. A cross-sectional survey was administered to 214 operators and safety managers who completed the online program. Descriptive statistics and content analysis of open-ended responses were conducted. The results indicate generally positive evaluations of goal clarity, practical relevance, content comprehensibility, and instructor expertise, suggesting that the program effectively delivers foundational safety knowledge. However, comparatively lower ratings were observed for content standardization and learner engagement. In addition, respondents reported improvement needs related to administrative procedures for reporting, insurance arrangements, and the field applicability of safety rules and equipment standards. Based on these findings, the study proposes policy and practice-oriented recommendations, including the standardization of core instructional modules with quality assurance, consideration of a learning management system for participation and feedback, strengthened hybrid delivery tailored to risk levels and worker characteristics, and clearer specification of activity-specific safety rules and roles. The study contributes empirical evidence on the operation of mandatory online safety education from the user perspective.

본 연구는 ｢연안사고 예방에 관한 법률｣ 제11조에 근거하여 온라인 방식으로 운 영되는 연안체험활동 안전교육의 운영 실태를 운영자 및 안전관리요원의 관점에서 분석하고, 개선 과제를 도출하는 데 목적이 있다. 이를 위해 온라인 안전교육을 이수 한 운영자 및 안전관리요원 214명을 대상으로 단면적 설문조사를 실시하고, 기술통계 분석과 서술형 응답에 대한 내용분석을 병행하였다. 분석 결과, 교육 목표의 명확성, 실무 적합성, 콘텐츠 이해 용이성, 강사 전문성 등에서는 전반적으로 긍정적인 평가 가 나타나 온라인 안전교육이 기본적인 안전 지식 전달 기능을 수행하고 있음을 확 인하였다. 반면 교육 내용의 표준화 수준과 학습 몰입도 측면에서는 상대적으로 낮 은 평가가 나타났으며, 제도 운영과 관련해서는 신고 절차, 보험 제도, 안전수칙·장비 기준의 현장 적합성에 대한 개선 요구가 도출되었다. 이에 본 연구는 표준화된 교육 콘텐츠와 질 관리 체계 구축, 학습관리시스템 도입 검토, 위험도와 종사자 특성을 고 려한 혼합형 운영 방식 강화, 활동 유형별 안전수칙과 역할·책임의 명확화 등을 정책 적·실무적 개선 과제로 제언한다. 본 연구는 온라인 법정 안전교육의 운영 실태를 수 요자 관점에서 실증적으로 제시한다는 점에서 의의를 갖는다.
