This study empirically analyzed the impact of the University Job Center on the career guidance experience of university students to evaluate the effectiveness of youth employment policies at individual levels. Data from the Youth Panel 2021 (YP2021) were used for the analysis, which included 6,079 university students aged 19 to 28. The experimental group and the comparative group were formed by comparing the university name of the survey subjects with the university name participating in the University Job Center project. A research model and hypotheses were developed. In-depth analysis was conducted using basic statistical analysis and logistic regression analysis. As a result of the analysis, it was found that students enrolled in universities participating in the University Job Center project were 24.8% more likely to experience career guidance than those enrolled in non-participating universities. The main factors influencing the career guidance experience were grade, whether to live with parents, whether to receive economic support, career development level, and job search motivation level. The policy implications of this study are as follows. First, it is necessary to strengthen the evaluation system centered on operating competency and service quality beyond participation. Second, it is required to establish an early career design system at the lower grade level. Third, it is necessary to strengthen customized career support for non-metropolitan areas and vulnerable groups. Fourth, it is necessary to improve the connection between career guidance and employment performance, and fifth, it is required to prepare a foundation for long-term effect analysis through follow-up survey of graduates. This study provides an empirical basis for the qualitative development of university career and employment support services and emphasizes the importance of a sophisticated approach that considers the incentives and effects of individual-level service participation and long-term business effectiveness when designing higher education policies.

본 연구는 대학일자리플러스센터 사업이 대학생의 진로지도 경험에 미치는 영향을 실증적으로 분석 하여, 청년고용정책의 개별 수준에서의 효과성을 평가하고자 하였다. 분석에는 「청년패널 2021(Youth Panel 2021, YP2021)」데이터를 활용하였으며, 19세부터 28세 사이의 대학 재학생 6,079명을 대상으 로 하였다. 조사 대상자의 대학명을 대학일자리플러스센터 연도별 참여 대학 목록과 대조하여 실험집 단과 비교집단을 구성하였고, 연구모형과 가설 설정을 하였다. 심층분석은 기초통계분석과 로지스틱 회 귀분석을 활용하였는데, 구성된 연구모형을 통해 진로지도 경험여부에 영향을 미치는 영향 변수를 확 인하였다. 분석 결과, 대학일자리플러스센터 사업에 참여한 대학의 재학생은 비참여 대학 재학생보다 진로지도 경험 가능성이 24.8%p 더 높은 것으로 나타났다. 진로지도 경험에 영향을 미치는 주요 요인은 학년, 부 모와의 동거 여부, 경제적 지원 수혜 여부, 진로발달 수준, 구직동기 수준 등으로 나타났다. 본 연구의 정책적 시사점은 다음과 같다. 첫째, 참여 여부를 넘어서 대학일자리플러스센터 사업의 운영 역량과 서비스 품질 중심의 평가체계 강화가 필요하다. 둘째, 저학년 단계에서의 조기 진로설계 체계 확립이 요구된다. 셋째, 비수도권 및 취약계층 대상 맞춤형 진로지원 강화가 필요하다. 넷째, 진로 지도와 취업성과 간의 연계성 제고가 필요하며, 다섯째, 졸업생 추적조사를 통한 장기 효과 분석 기반 마련이 요구된다. 본 연구는 대학 진로·취업지원 서비스의 정성적 발전을 위한 실증 기반을 제공하며, 고등교육 정책 설계 시 개인 수준의 서비스 참여의 유인과 효과, 장기적 사업 효과성을 함께 고려하는 정교한 접근의 중요성을 강조한다.
