We developed an ecologically grounded and operationally feasible design framework for a distributed National Garden model in Garorim Bay, a coastal region characterized by extensive tidal flats, halophytic habitats, and culturally significant maritime landscapes. Using an integrated methodology that combines literature review, policy analysis, ecological assessment, field surveys, and UAV-based spatial documentation, we identified the environmental dynamics, cultural narratives, and landscape structures that define the Garorim Bay system. These findings were translated into a multi-scalar design framework organized through point–line–plane spatial logics. The selection of nine thematic gardens was based on ecological sensitivity, cultural representativeness, spatial accessibility, and functional differentiation. Sustainability strategies were quantified using indicators such as water-reuse efficiency, renewable-energy integration ratios, and expected maintenance-input reductions. Empirical benchmarks from domestic and international distributed garden networks were used to validate the operational feasibility of the proposed model. The results demonstrate that the Garorim Bay National Garden can function as a coherent ecological–cultural landscape that integrates restoration, interpretation, tourism, and therapeutic programming. This study contributes a replicable design paradigm for coastal National Garden development that is ecologically resilient, culturally meaningful, and aligned with national landscape policy.
