This study analyzes the characteristics and formation factors of Japan’s GX (Green Transformation) strategy, focusing on the realization of a hydrogen society. It also examines the government’s investment financing mechanisms and the features and challenges of government support systems for building a hydrogen society. Hydrogen is an essential energy source for achieving carbon neutrality, including in hard-to-abate sectors, and serves as both a new industry for economic growth and a strategically important energy resource from an economic security perspective. The Japanese government aims to issue GX Economy Transition Bonds totaling 20 trillion yen over a ten-year period. This system integrates regulation and support and can be evaluated as a pioneering initiative in climate finance. However, significant challenges remain for its successful implementation, including low assessments of environmental friendliness and insufficient international recognition. Funds raised through the GX Economy Transition Bonds are being utilized to build a hydrogen society through mechanisms such as the Plan Certification System (a business operator support scheme) and the Priority Region System for promoting the introduction of commercial hydrogen fuel cell vehicles. This study suggests the necessity of an integrated approach to energy policy, the establishment of a fiscal and financial support system for climate crisis response, the construction of a global hydrogen supply chain, and the development of hydrogen governance among the central government, local governments, and business operators. Furthermore, this study highlights the need for Korea-Japan hydrogen cooperation, including joint efforts in building global hydrogen supply chains, participating in the formation of international norms, and conducting collaborative research on technology and institutions.

본 연구는 수소사회 실현을 중심으로 일본 GX 전략의 특징, 형성 요인 등을 분석하고, 수소사회 실현을 위한 정부의 투자자금 조달과 실제 수소사회 구축을 위한 정부 지원제도의 특징과 과제에 대하여 분석했다. 수소는 배출 저감이 어려운 분야(hard-to-abate sector)를 포함한 탄소중립 실현을 위해 필수적인 에너지원이며, 경제성장을 위한 신산업이자 경제안보 전략상 중요한 에너지원이다. 일본 정부는 GX경제전환채를 10년간 20조 엔 규모로 발행할 것을 목표로 하고 있다. 동 제도는 규제와 지원을 일체화한 제도로서, 기후금융과 관련하여 선구적인 시도로 평가할 수 있지만, 동 제도가 성공적으로 안착하기 위해 해결되어야 할 적지 않은 과제(환경친화성에 대한 낮은 평가나 국제적인 인지도 부족 등)가 존재한다. GX경제전환채를 통해 조달된 자금은 계획인정제도(사업자 지원 제도)와 상용 수소차 도입 촉진에 관한 중점지역제도 등을 통해 수소사회 구축에 활용되고 있다. 본 연구는 에너지정책의 통합적 접근, 기후위기 관련 재정금융지원 체계 구축, 글로벌 수소공급망 구축 및 정부-지자체-사업자 간 수소 거버넌스 구축의 필요성을 시사한다. 또한, 본 연구는 글로벌 수소공급망 구축이나 국제규범 형성과정, 기술 및 제도에 대한 공동연구 등 한일수소협력의 필요성을 제기한다.
