This paper critically analyzes the language used surrounding nuclear power as an energy issue, viewing the relevance of the Anthropocene concept in contemporary society as stemming from a redefinition of the crisis facing the global environment and a re-evaluation of the subject of “humanity” on a global and planetary scale. Within this discourse, a mechanism operates that links climate change countermeasures with the promotion of nuclear power. However, the article points out that comparing the risks of greenhouse gases with those of radioactive waste produced by nuclear power plants is extremely difficult, highlighting this as a contemporary challenge. Furthermore, this article reevaluates “environmental descriptions” surrounding nuclear power in post-oil-shock Japanese society, focusing on two figures who actively spoke out about nuclear power at the time: Akiyuki Nosaka and Jinzaburō Takagi. It should be noted that “environmental descriptions” are used here as a broad term encompassing practices ranging from newspaper articles and scientific journal descriptions to manga and animation.

본고는 현대 사회에서 인류세 개념이 지닌 유효성을, 환경 위기 문제를 재정의하고 ‘인간’이라는 주체를 지구 및 행성 규모에서 다시 파악하려는 입장에서 검토하고 이를 위해 우선 에너지 문제로서의 원자력 발전을 둘러싼 언설을 비판적으로 분석한다. 여기에는 기후 변동 대책과 원자력 발전의 추진이 결합되어가는 메커니즘이 작동하고 있다. 그러나 온실가스와 원전이 낳는 방사성 폐기물의 리스크를 비교하는 것은 매우 곤란하며, 바로 여기에 현대적 과제가 있음을 지적한다. 나아가 당시 원전에 대해 적극적으로 발언했던 두 인물인 노사카 아키유키와 다카기 진자부로에 주목하여 오일쇼크 이후의 일본 사회에서 원자력 발전을 둘러싼 ‘환경 기술(記述)’을 재평가한다. 본고에서는 환경 기술을 신문 기사나 과학 잡지의 기술부터 만화·애니메이션에 이르기까지 보다 광범위한 실천을 지칭하는 용어로서 사용한다.
