The Korean National Police University (KNPU), established in 1981 to train senior police officers, has long been at the center of debates concerning its institutional privileges, such as automatic commissioning as Police Lieutenant and full tuition support. Criticism has persisted regarding fairness, overrepresentation of KNPU graduates in senior positions, and the increasing trend of graduates pursuing legal careers outside the police organization. Since the 2000s, the diversification of police entry routes, rising educational attainment among officers, and, more recently, structural changes in prosecutorial and police powers have expanded the KNPU abolition debate into a broader policy issue. Against this background, this study analyzes online news articles published between 2020 and 2024 using text-mining techniques to examine how public discourse on the abolition of KNPU has been shaped and transformed over time. The results show that the discourse has been organized around three main themes: fairness in entry routes and promotion pathways, questions regarding KNPU’s founding purpose and institutional identity, and arguments for checks and balances in relation to shifts in prosecutorial-police authority. In addition, several political and institutional events?such as the establishment of the Ministry of the Interior and Safety’s Police Bureau, presidential election pledges, and controversies surrounding disaster response?functioned as temporal catalysts that strengthened or redirected the debate. These findings indicate that the KNPU abolition discourse is not a single, uniform argument but rather an evolving narrative shaped by structural, organizational, and temporal factors. This study offers foundational insights for future discussions on reforming the police personnel and training system, highlighting the need to reassess KNPU’s role with consideration for promotion fairness, restructuring of the educational framework, and reducing talent outflow.

경찰대학은 1981년 개교 이후 치안 간부 양성을 담당해왔으나, 자동 경위 임용과 학비 지원 등 제도적 혜택을 둘러싼 형평성 논란과 고위직 집중, 졸업생의 법조계 이탈 증가 등이 지적되면서 폐지론이 지속적으로 제기되어 왔다. 특히 2000년대 이후 경찰관의 고학력화와 다양한 입직 경로 도입, 그리고 최근 검경수사권 조정 등 권력기관 구조 변화가 맞물리며 경찰대학의 존폐 논의는 더 광범위한 정책 쟁점으로 확장되었다. 이러한 배경 속에서 본 연구는 2020년부터 2024년까지의 언론 보도를 대상으로 텍스트 마이닝 분석을 실시하여 경찰대학 폐지 담론의 구조와 시기별 변화를 규명하였다. 분석 결과, 폐지 담론은 입직 경로와 승진 공정성 문제, 경찰대학의 설립 취지 및 제도적 정체성, 검ㆍ경 권한 관계 변화와 수사체계 개편에 따른 견제 논리를 중심축으로 구성되는 양상을 보였다. 또한 행안부 경찰국 신설, 대선 공약, 재난대응 논란 등 특정 정치ㆍ제도적 사건이 폐지론의 강도와 방향을 일시적으로 변화시키는 시기적 요인으로 작용하는 것으로 나타났다. 이러한 결과는 경찰대학 폐지론이 단일한 주장이 아니라 구조적ㆍ조직제도적ㆍ시기적 요인이 복합적으로 얽혀 있는 담론임을 보여준다. 본 연구는 이러한 변화 양상을 분석하여 향후 경찰 인재 양성 체계 개편 논의가 근거 기반적으로 이루어질 수 있는 기초 자료를 제공하며, 특히 인사 공정성 제고ㆍ교육체계 재구조화ㆍ인재 이탈 문제 개선을 고려한 경찰대학 제도 재정비가 필요함을 시사한다.
