This study examines the operational realities of the Daegu Autonomous Police Committee, a collegial and independent administrative body entrusted with major policy-making responsibilities for autonomous police affairs. Despite adhering to the legally mandated seven-member structure?comprising a chairperson, one standing commissioner, and five non-standing commissioners?structural constraints persist in its actual operation. The composition of the committee remains skewed toward specific professional sectors, resulting in insufficient expertise in core areas such as crime prevention and community safety. Furthermore, the Secretariat is largely staffed through secondment, limiting its capacity to develop independent competencies in policy planning, analysis, and evaluation. In 2023, the Committee demonstrated high institutional activity by convening 12 regular meetings and 16 ad hoc meetings, processing a total of 106 agenda items. However, agenda formation and information production were predominantly driven by the police, causing deliberations to lean toward approval-oriented decision-making rather than substantive policy scrutiny. This police-centered information asymmetry undermines the Committee’s independence and weakens its role as an autonomous policy actor. Similar structural limitations were observed in the operation of the working-level council. Although Daegu established a multi-agency collaborative framework involving the Metropolitan Office of Education, the Daegu Police Agency, and municipal departments to address issues such as school safety, protection of vulnerable populations, and digital sexual crime prevention, meetings often remained report-centered rather than functioning as active policy coordination platforms. Ambiguous legal foundations, unclear inter-agency roles, police-driven agenda setting, and the absence of institutionalized coordination mechanisms impeded the council from functioning as an effective governance platform.

이 연구에서는 2021년 7월 공식적으로 출범한 자치경찰위원회의 운영 성과를 중심으로 위원회의 운영과 실제로 자치경찰 사무의 중요한 협업 기능을 수행하고 있는 실무협의회의 활성화 방안을 제시하고자 한다. 자치경찰위원회는 합의제ㆍ독립적 행정기관으로서 자치경찰사무의 정책결정 기능을 수행하고 있으나, 실제 운영에서는 구조적 제약이 지속되고 있다. 조직 구성은 위원장ㆍ상임위원ㆍ비상임위원 등 7인 체제로 법정 기준을 충실히 따르고 있으나, 위원 구성이 특정 분야 중심으로 편중되어 치안ㆍ범죄예방 분야 전문성이 충분히 확보되지 못한 한계가 나타났다. 또한 사무국 인력의 상당 부분이 파견 중심으로 구성되어 있어 정책기획 및 평가 역량의 독립성 확보가 미흡한 것으로 평가된다. 운영 측면에서 대구시는 2023년 한 해 정기회의 12회, 임시회의 16회, 총 28회의 회의 개최를 통해 106건의 안건을 처리하며 전국에서도 높은 활동성을 보였다. 그러나 안건 발굴 과정이 경찰 중심으로 이루어지고 제공되는 정보가 경찰에 편중됨에 따라, 위원회의 정책 심의는 실질적 숙의보다는 승인 중심으로 흐르는 경향이 확인되었다. 이는 정보 비대칭 구조를 심화시키고 위원회의 정책적 독립성을 제약하는 요인으로 작용하였다. 실무협의회 운영에서도 법적 근거의 미비, 기관 간 역할 모호성, 경찰 중심 의제 설정 등 구조적 한계가 나타났다. 대구시는 교육청ㆍ경찰청ㆍ지자체 등 다양한 기관이 참여하는 실무협의회를 구성하여 학교 안전, 사회적 약자 보호, 디지털 성범죄 대응 등 주요 현안을 논의하였으나, 많은 회의가 보고 중심으로 운영되며 실질적 정책조정 기능으로 발전하지 못하였다. 특히 기관 간 정보 불균형, 협력 의제의 부족, 조정기능의 비제도화는 협의체가 정책 플랫폼으로 기능하는 데 장애요인으로 작용하였다. 종합적으로 볼 때, 대구자치경찰위원회와 실무협의회는 활발한 운영 실적에도 불구하고 제도적 기반의 미비와 역할 수행의 구조적 제약으로 인해 정책결정ㆍ조정기구로서의 실효성 강화가 요구된다. 이를 위해 제도의 명확화, 전담 인력 확보, 협력형 의제 발굴 체계 구축 등 구조적 보완이 필요하다.
