This study analyzes North Korea’s housing conditions and proposes inter-Korean cooperation strategies amid shifting relations. Recently, North Korea’s housing supply has shifted from a state-led model to a market-oriented system with diversified actors, including private-state partnerships. However, chronic shortages and deteriorating infrastructure persist. Drawing on precedents from Germany and other transitional economies, North Korea is expected to eventually undergo housing marketization and privatization. Accordingly, this study suggests a two-phased approach. In the short term, both Koreas should focus on humanitarian cooperation and establish shared datasets on construction standards to build trust. In the mid-to-long term, cooperation must integrate North Korea’s land tenure and institutional frameworks. Beyond simple construction aid, the study emphasizes a gradual transition toward smart infrastructure, such as IoT-based intelligent housing, to ensure sustainable urban modernization.

본 연구는 북한의 주택 및 주거 환경의 실태를 분석하고, 남북한 관계 변화에 따른 협력 방안을 제시하는 데 목적이 있다. 최근 북한의 주택 공급 체계는 과거의 국가 주도 방식에서 벗어나 외자 유치, 국가와 개인의 결합, 개인 주도의 건설 등 공급 주체가 다변화되는 시장화 경향을 보이고 있다. 그러나 이러한 양적 변화에도 불구하고 공급 부족, 상하수도 등 기초 인프라의 노후화, 건설자재 수급난 등 주택 및 주거 환경과 관련된 여건들은 여전히 심각한 수준이다. 독일과 체제전환국들의 선례에 따르면 북한 역시 결국 주택 시장화, 민영화의 길로 나설 것으로 예상된다. 따라서 남북은 단기적으로는 주거 환경 관련 민생 분야에서의 협력을 지속 추진하고 북한 내 주택 현황 및 건설 표준에 대한 기초적인 조사를 통해 신뢰를 구축하고 관련 데이터를 확보할 필요성이 있다. 중장기적으로는 북한의 토지 제도와 주택 및 주거 환경 관련 제도를 고려한 협력 방안을 마련해 나가야 하며 단순한 건설 지원이 아니라 IoT 기반의 지능형 살림집 등 스마트 인프라 구축으로의 점진적인 확대 방안도 고려해야 한다.
