This study aims to analyze the evolution of Korea's sports safety laws and systems within the context of broader social change, examining their institutional characteristics and significance. To this end, a qualitative research method was applied to conduct a historical document analysis of key statutes and policy documents, spanning from the enactment of the National Sports Promotion Act in 1962 to the 2024 revision of the Presidential Decree. The results confirm that Korea's sports safety laws and systems have gradually shifted from an initial focus on sports promotion to prioritizing safety management and accident prevention. Major societal disasters and repeated safety incidents served as catalysts for strengthening state responsibility and institutional management systems. This study holds significance in understanding sports safety as a core area of public policy and in providing foundational data for future improvements to sports safety laws and systems.

본 연구는 한국 스포츠 안전 관련 법·제도의 변천 과정을 사회적 변 화의 흐름 속에서 분석하고, 그 제도적 특징과 의미를 고찰하는 데 목적 이 있다. 이를 위해 질적 연구방법을 적용하여 1962년 「국민체육진흥 법」 제정 이후 2024년 대통령령 개정을 포함한 주요 법령과 정책 문헌 을 대상으로 역사적 문헌분석을 실시하였다. 연구 결과, 한국 스포츠 안 전 법·제도는 초기의 체육 진흥 중심 정책에서 점차 안전 관리와 사고 예방을 중시하는 방향으로 전환되어 왔으며, 대형 사회적 참사와 반복된 안전사고를 계기로 국가 책임과 제도적 관리 체계가 강화되었음을 확인 하였다. 본 연구는 스포츠 안전을 공공정책의 핵심 영역으로 이해하고, 향후 스포츠 안전 법·제도 개선을 위한 기초 자료를 제공한다는 점에 서 의의를 지닌다.
