This study aims to critically examine the development of Korean cultural education from a diachronic perspective as a foundational step toward the creation of an Integrated Cultural Education Program. The integrated program seeks to combine the common educational goals of Korean cultural education, multicultural education, cultural diversity education, and intercultural education into a unified and practical framework. To achieve this, the study conducted a literature analysis focusing on sixteen status studies published since 2000, which collectively represent more than two decades of research on Korean cultural education. The analysis revealed five key areas for improvement consistently highlighted in previous studies: (1) the establishment of a systematic curriculum, (2) diversification of research topics and educational content, (3) learner-centered and customized instruction, (4) development of teaching materials and digital content, and (5) enhancement of teachers’ professional competence. Building on these findings, the study proposes four directions for advancing Korean cultural education: (1) establishing it as an independent academic field, (2) expanding the scope of learners to include both foreigners and Koreans, (3) implementing education from an intercultural perspective, and (4) designing cultural curricula based on the educational value of both Korean and world folktales. The findings of this study are expected to provide foundational insights for developing an effective integrated cultural education program that connects various cultural education models. Ultimately, this research contributes to the evolution of Korean cultural education into a more inclusive and globally relevant form of cultural learning.

본 연구의 목적은 ‘문화교육 통합프로그램’ 개발을 위한 기초 연구로서, 지금까지의 한국문화교육을 통시적 관점에서 비판적으로 고찰하는 데 있다. 문화교육 통합프로그 램이란 한국문화교육, 다문화교육, 문화다양성교육, 상호문화교육이 지향하는 공통 목 표를 통합적으로 실천하는 프로그램이고, 본 연구에서는 프로그램 개발을 위한 첫 단 계로서 20년 이상 연구되어 온 한국문화교육을 종합적이고 비판적으로 분석했다. 그래 서 2000년도부터 발표된 16편의 현황 연구를 중심으로 한국문화교육에 대한 문헌분석 을 했다. 그 결과, 첫째, 체계적인 교육과정의 구축, 둘째, 연구 주제 및 교육 내용의 다 양화, 셋째, 다양한 학습자를 고려한 맞춤형 교육, 넷째, 교재 및 콘텐츠 개발, 다섯째, 교사 교육역량 강화가 여러 연구에서 반복해서 제안되는 개선점이라는 것을 확인했다. 이러한 분석을 토대로, 본 연구는 특히 문화교육 통합프로그램과 밀접한 관련이 있는 ‘체계적인 교육과정 개발’을 중심으로 한국문화교육의 구체적인 방향을 다음과 같이 제 시한다. 첫째, 독자적인 문화교육 영역으로서의 한국문화교육 확립, 둘째, 외국인과 한 국인 모두를 포괄하는 교육 대상의 확장, 셋째, 상호문화적 관점에서 실천되는 한국문 화교육의 실현이다. 마지막으로, 설화의 문화교육적인 가치를 토대로 한국과 함께 세 계 설화를 바탕으로 한 문화교육 과정 설계이다. 본 연구의 결과는 향후 한국문화교육 이 다양한 문화교육과 연계되어 실효성 있게 운영되는 문화교육 통합프로그램 개발을 위한 기초 자료로 활용될 것이다.
