The concept of collective memory developed by Maurice Halbwachs is evolving into a research framework that newly understands and analyzes individuals’ collective behavior in cognitive science and research of institutions beyond the realm of sociology. In particular, collective memory leaves a wide open room for research in association with Douglas North’s “institutionalism”. This study examines the concept of collective memory of Maurice Halbwachs, with belief as an informal element of institutions, which is significant in North’s concept. Therefore, the purpose of this short study is to explore possibilities of collective memory as an analytical framework of institutional change. This study found that collective memory is sometimes forgotten when it conflicts with groups’ identity or tradition. However, collective memory does not disappear, and the forgotten collective memory is recalled, giving dynamism to institutions and policies. Therefore, institutions and policies can yield successful results if they correspond to the positive collective memory of the participants and policy recipients of such institutions. This is illustrated by the New Village Movement in Korea.

본 소고는 기억의 문제를 처음으로 사회학에 접목하고 이론화해 수립한 알박스(Maurice Halbwachs)의 ‘집단기억’(collective memory) 개념’을 노스(Douglass North)의 비공식적 제도인 ‘신념’에 결합한 후, 이를 새마 을운동에 적용해 보고자 한다. 특히 본 소고는 제도의 변화와 역동성 측면에서 집단기억이 어떤 방식 으로 작용하는지를 탐색했다. 집단기억은 집단의 정체성이나 전통과 충돌할 경우 일시적으로 망각되지만, 특정 맥락에서 다시 소환되며 제도 와 정책에 활력을 부여하는 기능을 한다는 점을 우리나라 새마을운동을 통해 확인한다. 나아가 집단기억은 제도 수용자들의 긍정적 기억과 연계 될 때 정책의 정당성과 실행력을 강화할 수 있을 것이다.
