This study develops a teacher training system focused on the use of digital educational materials to enhance teachers' digital educational competency in the era of digital transformation. In recent years, the Ministry of Education has expanded the use of digital educational materials through digital education policies; however, existing teacher training programs have been limited in adequately reflecting differences in teachers' levels of digital competency. Specifically, function-oriented training limits teachers' application of digital tools in instruction and assessment. To address this issue, this study analyzed existing teacher training systems and related prior studies, adopting a design-based research approach, to propose a level-based teacher training framework that aligns with teachers' digital competency levels. The research procedure consisted of a literature review, an analysis of existing teacher training programs, the derivation of key training elements, and expert review. As a result, the study identified a three-level training structure—basic, intermediate, and advanced—and confirmed the effectiveness of a training framework organized around three stages: understanding, practice, and application. This study is significant in that it presents a practical and systematic teacher training model for strengthening digital educational competency. In particular, the results offer implications for developing teacher training programs at metropolitan and provincial offices of education. Future research should empirically verify the proposed system's effectiveness on improving teacher competency and student outcomes.

본 연구는 디지털 대전환 시대에 요구되는 교원의 디지털 역량 강화를 위하여 디지털 교육자료 활용을 중심으 로 한 교원 연수 체계를 개발하는 데 목적이 있다. 최근 교육부는 디지털 기반 교육혁신 정책을 통해 디지털 교육자 료의 활용을 확대하고 있으나, 현장의 교원 연수는 교사의 디지털 역량 수준을 충분히 반영하지 못하고 있다는 한계 를 지닌다. 특히 기능 중심의 연수로 인해, 교사들이 디지털 도구를 실제 수업 설계와 평가에 적용하는 데에는 여전히 어려움이 있다는 지적이 제기되고 있다. 이에 본 연구는 기존 교원 연수 체계와 관련 선행연구를 분석하고, 설계기반 연구 방법을 적용하여 교원의 디지털 역량 수준에 따른 단계적 연수 체계를 제안하였다. 연구 절차는 문헌 분석, 기존 연수 체계 분석, 연수 요소 도출, 전문가 검토의 순으로 진행되었다. 연구 결과, 교원의 디지털 역량 수준을 '기초-기 본-심화'의 3단계로 구분하고, 각 단계별로 '이해-실습-적용'의 구조를 갖는 연수 체계가 효과적인 것으로 도출되었다. 본 연구는 디지털 기반 교육 역량 강화를 위한 실천적 교원 연수 모델을 제시하였다는 점에서 의의가 있으며, 특히 본 연구의 결과는 시도교육청 단위의 연수 개발에 시사점을 제공한다. 향후 연구에서는 제안된 연수 체계를 실제로 적용하여 교사의 역량 변화와 학생의 학습 성과를 분석하는 실증적 검증이 요구된다.
