This study examines whether Busan’s carbon-neutrality policy departs from growth-first innovation approaches and instead provides a theoretical basis for addressing grand societal challenges-most notably the climate crisis-while contributing to sustainable economic growth. Adopting the perspective of Transformative Regional Innovation Policy (TRIP), the analysis positions Busan’s carbon-neutral policy as a vehicle for socio-technical system transition at the local government level, thereby distinguishing this work from prior studies. Drawing on TRIP theory, we analyze the “First Basic Plan for Carbon Neutrality and Green Growth of Busan Metropolitan City,” with a focus on the city’s region-specific carbon-neutral measures. The findings indicate that Busan’s policy framework embraces the core TRIP concept of fundamental socio-technical transformation, pursuing dual long-term objectives: achieving carbon-neutrality in response to the climate crisis and advancing regional economic innovation. In this respect, climate action is treated not as a narrow environmental program but as a broad innovation policy encompassing industrial restructuring, energy-system transition, and changes in citizens’ lifestyles. To maximize policy effectiveness toward the twin goals of “2050 carbon neutrality” and “regional economic innovation,” several institutional enhancements are required: a multi-actor transition platform for collaborative governance (local government& -industry-academia-research-civil society), systematic integration of local demand, and policy learning and adjustment mechanisms. These are not minor tweaks but structural improvements aimed at increasing the coherence and long-term sustainability of the overall carbon-neutral policy regime. By assessing Busan’s greenhouse-gas mitigation pathways and implementation measures through a TRIP lens, the study offers practical implications: expanding the share of renewable energy; developing a Busan-style “Tri-Port” concept to support decarbonization and regional economic development; and building citizen-participation -based governance and conflict-management systems.

본 연구는 부산시가 추진하는 탄소중립 정책이 산업 성장을 우선시하는 기존 혁신정 책에서 벗어나 기후위기 등 우리 사회가 직면한 난제를 해결하면서 지속가능한 경제성 장에 기여하는 이론적인 근거를 분석하고자 했다. 이에 따라 기후위기, 양극화, 지역소멸 등 지역이 당면한 사회적 난제에 대응하면서 지속가능한 사회･기술시스템 전환을 강조하는 전환적 지역혁신정책(TRIP) 관점에서 지방자치단체의 탄소중립 정책을 분석했다는 점에서 기존 선행연구와 차별성을 지닌다. 전환적 지역혁신정책 이론을 토대로 ‘제1차 부산광역시 탄소중립 녹색성장 기본계 획’을 분석한 결과, 부산 지역 특화 탄소중립정책은 사회･기술시스템의 근본적 전환이 라는 전환적 지역혁신정책의 핵심 개념을 수용하고 있으며, 장기적으로 기후위기 대응 을 위한 탄소중립 목표 달성과 지역경제 혁신이라는 목표를 지향하고 있다. 이는 기후위 기 대응을 단순한 환경정책의 차원이 아닌 산업 구조, 에너지 체계, 시민 생활방식까지 포괄하는 혁신정책으로 이해된다. 그러나 ‘2050 탄소중립’ 목표 달성과 ‘지역경제 혁신’을 실현하는 정책의 효과를 극대 화하는 제3세대 혁신정책으로 나아가기 위해서는 지방정부, 산학연, 지역시민사회 등 다자간 협력 거버넌스인 전환플랫폼, 지역 수요 반영, 정책학습 및 조정 등 일부 제도적 인 보완이 필요하다. 이는 단순한 정책 수정이 아니라 탄소중립정책 체계 전반의 정합성과 지속 가능성을 높이기 위한 구조적 개선으로 나타나야 한다. 부산 특화 탄소중립정책에서 제시한 온실가스 감축과 이행 방안을 전환적 지역혁신 정책 측면에서 분석한 이번 연구를 통해 신재생에너지 비중 확대, 탈탄소화와 지역경제 발전에 기여할 ‘부산형 트라이포트’, 시민참여 기반 거버넌스 및 갈등관리 시스템 구축 등에 대한 시사점을 제시하였다.
