This study diagnoses the current status of the transportation sector in Jeollanam-do amidst the accelerating crisis of local extinction caused by ultra-low fertility rates and an aging population. It seeks practical solutions to overcome this crisis by strengthening local autonomy and revitalizing private investment. The analysis indicates that Jeollanam-do records a per capita trip rate of 1.68, the lowest in the nation. This study posits that this metric results not only from insufficient demand but also from structural deficiencies in transportation infrastructure. Critically, the current centralized Preliminary Feasibility Study framework does not sufficiently reflect the economic constraints inherent to depopulating regions. This oversight perpetuates a vicious cycle, impeding necessary investment in transportation infrastructure. To enhance local autonomy in the transportation sector, this study proposes key institutional reforms: raising the total project cost threshold for Preliminary Feasibility Studies to 100 billion KRW, and adjusting evaluation weights for depopulation-prone areas by reducing economic analysis to 30–40% while increasing regional balanced development to 40–50%. Additionally, it underscores the need to enact a ‘Smart Transportation Infrastructure Special Account Act’ to accommodate future mobility paradigms. Finally, to stimulate private investment, the study recommends region-specific strategies: utilizing the Build-Transfer-Operate(BTO) model for high-demand urban centers, and the Build-Transfer-Lease(BTL) model for islands and low-density regions where public utility is paramount.

본 연구는 초저출산과 고령화로 인한 지방 소멸 위기가 가속화되는 시점에서 전라남도의 교통분야 현황을 진단하고, 자치권 강화와 민간투자 활성화를 통한 실질적인 위기 극복 방안을 모색하였다. 분석 결과, 전라남도의 인당 수단통행량 은 1.68 통행/인으로 전국 최하위를 기록하였으며, 이는 단순한 수요 부족이 아닌 교통인프라의 구조적 낙후성에 기인함을 확인하였다. 그러나 현행 중앙집권적 예비타당성조사 제도는 낮은 인구소멸지역의 경제성 부족 문제를 해결하 지 못해 교통인프라 투자를 저해하는 악순환의 원인이 되고 있다. 이에 본 연구는 교통분야 자치권 강화를 위한 제도 개선안으로 예비타당성조사 대상 총사업비 기준을 1,000억 원으로 상향하고, 소멸위기지역에 대해서는 경제성 가중치 를 축소(30~40%)하는 대신 지역균형발전 가중치를 대폭 상향(40~50%)할 것을 제안하였다. 또한, 미래 모빌리티 대응 을 위한 스마트 교통인프라 특별회계법 신설의 필요성을 제시하였다. 아울러 민간투자 활성화를 위해 수요가 집중된 주요 도심권은 수익형 민간투자(BTO) 방식을, 공공성이 강조되는 도서 및 저밀도 지역은 임대형 민간투자(BTL) 방식을 적용하는 지역 맞춤형 전략을 도출하였다.
