In the domestic railway infrastructure sector, the proportion of Public-Private Partnership (PPP) projects is expanding to supplement limited national finances and ensure timely investment. As the necessity for improving aging railway facilities grows, discussions regarding the attraction of private capital for these facilities are intensifying. Therefore, this study aims to propose an institutional mechanism— specifically, a screening system—within the evaluation framework for aging railway stations to assess the feasibility of private investment. To achieve this, the study analyzes the limitations of the current maintenance system through a literature review and derives practical policy directions. The results indicate a strong consensus among experts regarding the necessity of private investment in aging railway facilities. Based on this, the study proposes a "Private Investment Eligibility Screening" model that comprehensively considers location conditions, development potential, and policy environments. The proposed screening system functions to identify potential private investment targets by adding alternative criteria to the existing evaluation process for aging stations. This approach is expected to induce creative private development for stations with high commercial viability, thereby alleviating the fiscal burden. Furthermore, it contributes to the efficiency and sustainability of national railway budget management by allowing saved resources to be redirected to stations with low commerciality but urgent safety needs.

최근 국내 철도 인프라 분야에서는 한정된 국가 재정을 보완하고 적기 투자를 실현하기 위해 민간투자사업의 비중이 확대되고 있다. 특히 노후화된 철도 시설의 개량 필요성이 증대됨에 따라, 이에 대한 민간 자본 유치 논의가 활발해지고 있다. 이에 본 연구는 노후 역사의 효율적 관리를 위한 기존 평가체계 내에 민간투자 가능성 여부를 사전에 판단할 수 있는 제도적 장치의 도입 방안을 제안하고자 한다. 이를 위해 문헌 연구를 통해 현행 유지관리 제도의 한계를 분석하고, 실무적 관점에서의 개선 방향을 도출하였다. 연구 결과, 전문가들은 노후 철도 시설에 대한 민간투자의 필요성에 공감하였으며, 이를 바탕으로 본 연구는 입지 여건, 개발 여건, 정책 여건 등을 종합적으로 고려하는 '민간투자 적격성 스크리닝' 평가 모델을 제시하였다. 본 연구가 제안하는 스크리닝 평가는 기존 노후 역사 평가 절차에 새로운 대안적 기준을 추가하여 민간투자 대상을 선별하는 기능을 수행한다. 이는 상업성이 높은 역사의 경우 민간의 창의적인 개발을 유도하여 재정 부담을 경감시키고, 절감된 예산은 상업성은 낮으나 안전 확보가 시급한 역사에 집중 투자하게 함으로써, 국가 철도 예산 운영의 효율성과 지속 가능성을 제고하는 데 기여할 것으로 기대된다.
