As various unexpected large-scale disasters caused by climate change in the world have been causing considerable damage, climate change has emerged as a topic of interest in the international community, and the frequency and depth of large-scale disasters due to abnormal climate are expected to continue to increase in the future. Nevertheless, Korea has not been able to properly respond to disasters caused by climate change. Accordingly, based on trend analysis of disaster risks in the world and Korea, this paper shows the need to establish a new disaster response through discussions on the role of disaster insurance and government intervention. As a result of analyzing disaster insurance in the United States, France, and Japan with Korea's disaster insurance, the policies implications applied to disaster insurance in developed countries are risk-based premium, compulsory insurance, and national management reinsurance. Furthermore, additional disaster insurance tasks in the future include securitization of the capital market through Cat Bond, expansion of private disaster insurance, and repair of the disaster compensation fund.

국제사회는 기후변화로 인하여 발생하는 예상하지 못한 다양한 대형 재해들이 상당한 피해를 주는 상황이 발생하고 있어 기후변화는 국제 사회의 관심 주제로 대두되었다. 향후 에도 이상기후로 인한 대형 재해들의 빈도와 심도는 지속적으로 증가할 것으로 예측되고 있으나 한국은 기후변화로 인한 재해에 대한 대응을 제대로 하지 못하고 있다. 이에 따라 본 논문은 세계 및 한국의 재해리스크에 대한 추세 분석을 바탕으로 재해리스크 대응을 위한 재해보험의 역할과 정부개입 차원의 논의를 통해 재해 대응을 새롭게 정립할 필요성을 보여 주고 있다. 또한 미국, 프 랑스, 일본의 재해보험을 한국의 재해보험과 분석한 결과 선진국들의 재해보험에서 적용된 정책 시사점들은 리스크기반 보험료(risk-based premium), 의무보험, 국가관리재보험이다. 나아가 향후의 추가적인 재해보험 과제로 Cat Bond를 통한 자본시장 증권화, 민간 재해보험의 확 대, 재해보상기금의 정비를 들고 있다.
