The purpose of this study is to develop a character education program tailored to the developmental characteristics of lower elementary school children and to examine its effectiveness. A nonequivalent control group pretest–posttest design was employed with 141 first- and second-grade students from four elementary schools in Gyeonggi Province. The experimental group participated in a 20-session character education program, while the comparison group took part in regular after-school activities. The results indicated that the experimental group demonstrated statistically significant improvements in all measured domains—self-understanding, emotional expression, respect for others, and social interaction skills—compared to the comparison group. Reports from children and teachers further revealed qualitative improvements, including increased emotional expression, enhanced peer cooperation, and reduced interpersonal conflicts. These findings provide empirical evidence that a developmentally appropriate, experience-based approach grounded in Social and Emotional Learning (SEL) effectively promotes emotional and social development among lower elementary students. Additionally, by integrating the ADDIE model with Tyler’s and Dick and Carey’s instructional design frameworks, this study offers a systematic design procedure that can be utilized in school, after-school, and childcare settings, contributing meaningful academic and practical implications for the development of character education programs.

본 연구의 목적은 초등 저학년 아동의 발달 특성에 적합한 인성교육 프로그램을 개발하고 그 효과를 검증하는 데 있다. 이를 위해 경기도 소재 초등학교 4개교의 1⋅2학년 아동 141명을 대상으로 비동등 집단 사전⋅사후검사 설계를 적용하였으며, 실험집단은 20차시로 구성된 인성교육 프로그램에, 비교 집단은 일반 방과후 프로그램에 참여하였다. 분석 결과, 실험집단은 자기이해, 정서표현, 타인존중, 사 회적 상호작용능력 전 영역에서 비교집단보다 통계적으로 유의미한 향상을 나타냈다. 또한 아동 및 교 사 보고에서도 감정표현 증가, 또래 협력 향상, 갈등 감소 등 정서⋅사회성 발달과 관련된 긍정적 변화 가 확인되었다. 이러한 결과는 발달단계 적합성과 사회정서학습(SEL)에 기반한 경험 중심 접근이 초등 저학년의 정서⋅사회성 증진에 효과적임을 입증하는 근거가 된다. 또한, ADDIE, Tyler, Dick & Carey 모형을 통합한 교수설계 절차를 제시함으로써 학교 및 돌봄⋅방과후 현장에서 적용 가능한 인 성교육 개발의 기초적 틀을 제공한다는 점에서 학문적⋅실천적 의의를 지닌다.
