This study aims to explore concrete legislative refinement strategies to support the effective implementation of Korea’s Integrated Care Support Act, scheduled to take full effect in 2026. To this end, it analyzes the legislative intent and core provisions of Korea’s integrated care policies and the Support Act, identifying structural features and key issues of the current legal framework. The study further examines and compares legislative and institutional developments related to health and social care integration in the United Kingdom and Japan, focusing on each country’s system design and implementation mechanisms. Through this comparative legal analysis, the study proposes considerations for legislative improvement and the development of subordinate regulations to ensure the practical effectiveness of Korea’s Integrated Care Support Act. The United Kingdom, through the Health and Care Act 2022, has reinforced the operational foundation for integrated care by reorganizing regional provider structures, establishing statutory governance arrangements, and legally mandating information sharing and data standardization across ICS–ICB–ICP bodies. Japan has institutionalized a multilayered governance model for community-based integrated care by clearly delineating central–local government roles and legally requiring regional healthcare planning, functional differentiation, patient referral and discharge coordination, and information sharing. These international cases suggest that Korea must strengthen regional accountability, expand public –private collaborative mechanisms, and establish systems for information integration and financial coordination to enhance the effectiveness of its Integrated Care Support Act. In conclusion, Korea’s integrated care policy can advance toward a community-based, medical–social care integration model by adopting key elements demonstrated in the UK’s data-driven integration framework and Japan’s legal mandates for functional coordination and care transitions.

본 연구는 2026년 돌봄통합지원법의 본격 시행을 앞두고 제도의 성공적인 안착을 위한 구체적 법제 정비 방향을 모색하는 것을 목적으로 한다. 이를 위해 한국의 통합돌봄 관련 정책과 돌봄통합지원법의 주요 내용을 분석하고, 선험국 인 영국과 일본의 의료돌봄 통합 관련 법･제도 동향을 비교･검토하여 한국의 돌 봄통합지원법이 실효성을 확보하기 위한 향후 개선방안을 모색하였다. 영국은 ｢Health and Care Act 2022｣를 통해 지역 제공조직 재편과 법정 운영 체계 구축을 완성하고, ICS–ICB–ICP 간 정보공유와 데이터 표준화를 법제화하 여 의료돌봄 통합의 실행력을 강화하였다. 일본은 중앙–지방정부 간 역할 분담, 지역의료계획과 기능분화, 의뢰･회송･정보 공유의 의무화를 통해 다층적 거버넌 스 기반의 지역포괄케어를 제도적으로 확립하였다. 이러한 해외 사례는 한국이 돌봄통합지원법의 실효성을 높이기 위해 지역 책임성 강화, 민･관 협력 기반 확 충, 정보 연계 및 재정 조정 구조 마련 등 구체적 실행 전략이 필요함을 보여준 다. 결론적으로 한국의 통합돌봄 정책은 바람직한 지역 단위 통합 모델을 발굴하고, 거버넌스를 확립할 필요가 있다. 또한 통합돌봄체계에서 의료와 돌봄을 잘 연계할 수 있도록 영국의 데이터 기반 통합체계와 일본의 기능분화･연계 사례를 참고하여 꾸준한 제도적 개선을 시행해야 의료돌봄 중심의 지역 기반 통합케어 로 발전할 수 있을 것이다.
