This study conducted BERTopic-based topic modeling on abstracts of OT(Operational Technology) security–related academic publications from South Korea and the United States between 2021 and 2025 to examine and compare national research trends. The results showed that Korea tended to focus on enhancing security management systems and ensuring operational stability, while the United States tended to explore and validate new risk models and response strategies based on private-sector-led experimentation and policy flexibility. This difference is interpreted as stemming from divergent governance structures: a government-led top-down regulatory system versus a bottom-up standardization approach centered on private sector collaboration. Therefore, this study suggests that Korea needs to explore more flexible policy directions that maintain the strengths of its existing regulation-centered OT security framework while expanding the autonomous security capabilities of the private sector. This approach will lay the groundwork for transitioning to an OT security research framework capable of proactively and actively responding to changes in the industrial environment and threats.

본 연구는 2021년부터 2025년까지 발표된 한국과 미국의 OT(Operational Technology) 보안 학술 논문 초록을 대상으로 BERTopic 기반 토픽 모델링을 수행하여 국가별 연구 동향을 파악하고, 비교 분석하였다. 그 결과, 한국은 보안 관리 체계의 고도화와 운영 안정 성 확보에 초점을 두는 경향을 보인 반면, 미국은 민간 주도의 실험과 정책적 유연성을 바탕으로 새로운 위험 모델과 대응 전략을 탐색 ·검증하는 경향을 나타냈다. 이러한 차이 는 정부 주도의 하향식 규제 체계와 민간 부문 협력 중심의 상향식 표준화 접근이라는 거버넌스 구조의 차이에서 비롯된 것으로 해석된다. 이에 본 연구는 한국이 기존 규제 중 심 OT 보안 체계의 강점을 유지하면서도 민간 부문의 자율적 보안 역량을 확대할 수 있는 보다 유연한 정책 방향을 모색할 필요가 있음을 제언하며, 이를 통해 산업 환경과 위협 변화에 선제적이고 능동적으로 대응할 수 있는 OT 보안 연구 체계로의 전환을 위한 기반 을 마련할 수 있을 것으로 사료된다.
