North Korea’s nuclear threat is increasingly advanced, South Korea’s extended deterrence is raising concerns about its reliability. Its own theory of nuclear armament is being formed, but it is limited in reality. Therefore, nuclear deterrence by nuclear potential is being proposed as an alternative to nuclear armament. The purpose of this study is how nuclear potential affects nuclear suppression, and to analyze whether it is effective as a deterrent strategy. The study applied a qualitative research method that examines how nuclear potential affects nuclear suppression by success factor of suppression, and analyzes the effectiveness of the strategy as a component of the strategy. As a result of analysis by successful factors of deterrence, nuclear potential was strengthened by the ability to secure nuclear material in a short period of time, denuclearization will transfer, and consistent nuclear policy. As a result of analysis by the components of the strategy, nuclear potential contributed to the achievement of the goal in an auxiliary role. Means has nuclear material, nuclear warhead manufacturing technology, and nuclear projection means, but various influencing factors must be considered to utilize them. In terms of method, the deterrent effect was determined by whether nuclear material was disclosed and whether nuclear weapons were developed. As a result, nuclear potential can contribute to nuclear deterrence. However, a strategy for deterrence based on nuclear potential should be pursued as an auxiliary strategy linked to extended deterrence.

북한의 핵 위협은 점차 고도화되고, 한국의 확장억제는 신뢰성에 대한 우려가 증폭되면 서 자체적인 핵무장론이 형성되고 있으나 현실적으로 제한된다. 이에 핵무장의 대안으로 핵 잠재력에 의한 핵 억제가 제시되고 있다. 본 연구의 목적은 핵 잠재력이 핵 억제에 어떻 게 영향을 주며, 억제전략으로써 효용성이 있는가를 분석하는 데 있다. 연구는 핵 잠재력이 억제의 성공요인별로 어떻게 핵 억제에 영향을 주는지 살펴보고, 전략의 효용성은 전략의 구성요소로 분석하는 질적 연구 방법을 적용하였다. 억제의 성공요인에 의한 분석 결과 핵 잠재력은 단기간에 핵물질을 확보할 수 있는 능 력, 비핵화 의지전달, 일관된 핵 정책에 의해 핵 억제력이 강화되었다. 전략의 구성요소에 의한 분석 결과 핵 잠재력은 보조적인 역할에서 목표 달성에 기여하였으며, 수단은 핵물질 의 확보와 핵탄두 제조 기술, 핵 투발수단이 있으나 이를 활용하기 위해 다양한 영향 요소 를 고려해야 한다. 방법 측면에서는 핵물질의 확보 공개 여부와 핵무기 개발 여부에 따라 억제 효과가 결정되었다. 결과적으로 핵 잠재력은 핵 억제에 기여할 수 있다. 그러나 핵 잠재력에 의한 억제전략 은 확장억제와 연계한 보조적인 전략으로 추진되어야 하겠다.
