As hybrid and complex threats against national critical infrastructure have increased, the need for a systematic and standardized training curriculum for on-site protective security personnel has become more urgent. This study aims to develop and validate a competency-based training curriculum for security personnel responsible for government complex–type national critical infrastructure facilities in Korea. Based on a review of relevant laws and regulations, international standards, and prior studies, core job domains and required competencies were first identified. Subsequently, a two-round Delphi survey was conducted with practitioners and policy experts in the protective security and security management fields. In the first round, open-ended responses were collected to generate candidate training elements and were then categorized and refined. In the second round, experts evaluated the importance and appropriateness of each item using quantitative indicators such as content validity ratio, median, and interquartile range to determine inclusion. As a result, a competency-based curriculum framework consisting of five domains—access control and screening, patrol and surveillance, crisis and emergency response, security equipment and technology, and professional ethics and communication—and 77 detailed training elements was established. The curriculum covers knowledge, skills, and attitudes required for identity verification, visitor and vehicle control, anomaly detection, incident response and reporting, operation and maintenance of security systems, public ethics, citizen interaction, and conflict management. The findings provide an empirically validated foundation for a standardized national training curriculum, a qualification and completion system, and multi-level evaluation schemes for protective security personnel in national critical infrastructure.

국가중요시설을 둘러싼 복합·하이브리드 위협이 증대되는 반면, 이를 현장에서 대응하 는 방호인력에 대한 체계적·표준화된 교육과정은 아직 미흡하다. 본 연구의 목적은 국가중 요시설 청사 방호인력의 직무에 기반한 역량요소를 체계화하고, 전문가 합의를 통해 교육 과정 내용을 개발·타당화하는 데 있다. 이를 위해 관련 법·제도와 국제표준, 선행연구를 분석하여 방호 직무 범주와 요구 역량을 도출하고, 방호·보안 분야 실무 및 정책 전문가를 대상으로 2차 델파이 조사를 실시하였다. 1차 조사에서 도출·정제된 항목을 토대로 2차 조사에서는 중요도와 타당도, 합의도 지표를 활용하여 포함 여부를 판정하였다. 그 결과 출입 관리 및 검색, 순찰 및 감시 활동, 위기 상황 대응, 보안 장비 및 기술 이해, 직업 의식 및 소통 등 5개 교육영역이 설정되었으며, 각 영역에는 신원확인·출입증 관리, 이상징 후 탐지와 순찰·관제, 침입·테러·재난 시 초동조치와 상황보고, CCTV·경보·출입통제 등 장 비 운용과 유지관리, 공공윤리·대민응대·갈등관리·보고체계 등으로 구성된 77개 세부 교육 요소가 확정되었다. 본 연구는 방호인력 교육의 핵심 내용을 역량기반 구조로 정립하고, 델파이를 통해 내용타당도를 검증하였다는 점에서 학문적 의의가 있으며, 향후 국가중요시설 방호 표준교육과정, 자격·이수체계 및 교육성과 평가체계 설계에 활용될 수 있는 기초 자료를 제공한다.
