With the advancement of information and communication technologies in the 21st century, platforms that integrate encryption technology and anonymity are transforming communication methods and group formation structures in cyberspace. Encryption-based platforms such as the dark web and Telegram facilitate the spread of extremist discourse and attack methods, serving as tools to circumvent existing surveillance and blocking systems. Recently, there have been instances where online discourse and networks have transitioned into offline collective actions triggered by specific events, making this phenomenon a new form of security threat. This study analyzes the structural role that encrypted platforms and anonymous network environments play in the dissemination and actualization of terrorism and extremism. To do so, it applies social network theory and strain theory, examining the U.S. Capitol riot as an empirical case to identify the mechanisms behind the transition from online to offline actions. Furthermore, it offers security management and policy implications to address the evolving challenges in cyberspace.

21세기 정보통신기술의 발전과 함께 암호화 기술과 익명성이 결합된 플랫폼은 사이버 공간에서의 소통 방식과 집단 형성 구조를 변화시키고 있다. 다크웹과 텔레그램 같은 암호 화 기반 플랫폼은 극단주의 담론과 공격 방법의 확산을 용이하게 하며, 기존의 감시와 차 단 체계를 우회하는 수단으로 활용되고 있다. 최근에는 온라인 공간에서 축적된 담론과 네트워크가 특정 계기를 통해 오프라인 집단 행동으로 전환되는 사례도 나타나고 있어, 이러한 현상은 새로운 형태의 안보 위협으로 부상하고 있다. 본 연구는 암호화 플랫폼과 익명 네트워크 환경이 테러리즘과 극단주의의 확산 및 행동화 과정에서 수행하는 구조적 역할을 분석한다. 이를 위해 사회연결망 이론과 긴장이론을 적용하고, 미 의회 난입 사건을 실증 사례로 검토하여 온라인에서 오프라인 행동으로의 전환 메커니즘을 규명한다. 나아가 변화하는 사이버 공간에 대응하기 위한 보안관리 및 정책적 시사점을 제시한다.
