(Purpose) This study aims to analyze the utilization and adaptation process of foreign care workers in long-term care facilities in Japan. It further seeks to explore the necessary conditions to ensure a stable and sustainable supply of foreign care workers in Korea. (Research methods) In-depth interviews were conducted with a total of 13 participants, including employers, care workers, and agents involved in the employment of foreign care workers in Japanese long-term care facilities. The collected data were analyzed using qualitative content analysis and were structured into sub-categories, categories, and core themes. (Findings) The analysis revealed three core themes in the adaptation process of foreign care workers: 1. Initial Stage: Preparation and Maladjustment – This phase involves efforts from facilities to prepare for foreign worker employment, alongside challenges such as language and cultural barriers, organizational tensions, and job-related maladjustment. 2. Settlement Stage: Cooperation Toward Shared Goals – In this stage, mutual trust develops between workers and facilities, enabling experiences of reciprocal benefit through certification acquisition, strengthened job competencies, and workforce supplementation. 3. Future Outlook: Achievements and Sustainability – Long-term challenges such as securing talented personnel, managing increased financial burdens on institutions, workers’ economic motivations, and utilizing acquired experience post-return were identified. (Conclusion and recommendations) This study underscores the significance of language and cultural adaptation in the settlement process of foreign care workers. In the Japanese context, the acquisition of professional certification and skill development emerged as key adaptation factors. Additionally, the organizational caregiving culture, interpersonal relationships, and task distribution within accepting institutions played pivotal roles in the workers’ integration. Based on these findings, the study proposes the development of structured career pathways for care workers in Korea and calls for a proactive role of care institutions from the initial phase of employment.

(연구목적) 본 연구는 일본 노인요양시설에서의 외국인 인력 활용 및 적응 과정을 분석하고, 이를 통해 국내 외국 인 요양사의 안정적이고도 지속가능한 수급을 위해서 충족되어야 할 조건들에 대한 탐색을 목적으로 한다. (연구방법) 일본 노인요양시설에서의 외국인 근로자 활용에 관계하는 고용주, 지자체 담당자, 근로자, 에이전트 등 총 13명을 대상으로 심층 면담을 실시하였으며, 수집된 자료는 현상학적 사례연구 방법을 활용, 하위범주-범 주-핵심주제로 구조화하였다. (연구결과) 분석 결과, 외국인 근로자의 도입과 적응 과정은 ‘초기: 준비와 부적응’, ‘정착: 공동 목표 달성을 위 한 협력’, ‘미래전망: 성과와 지속가능성’이라는 세 가지 주제로 도출되었다. 첫째, 초기 단계에서는 도입을 위한 시설 측의 준비 노력과 동시에 언어･문화 장벽, 조직 내 긴장, 직무 부적응 등의 문제가 나타났다. 둘째, 정착 단 계에서는 근로자와 시설이 상호 신뢰를 구축하며 자격증 취득, 업무 역량 강화, 인력해소 등 상호 호혜를 경험하 였다. 셋째, 미래전망 단계에서는 우수 인재 확보 중요성, 시설측의 추가 비용 부담, 근로자측의 경제적 동기, 귀국 후 경력 활용 등 장기적 과제가 도출되었다. (결론 및 제언) 본 연구는 해외노인돌봄인력의 정착에 있어서 언어, 문화의 중요성을 강조하며 일본 사례의 특수 성으로 자격증 취득과 전문성 획득이 중요 적응 요인이 됨을 밝혀냈다. 또한 수용기관의 돌봄문화, 인간관계, 업 무분담등이 정착 요인이 됨을 알 수 있었다. 이를 토대로 국내 요양보호사의 경력패스를 개발할 것과 시설이 초 기부터 적극적 역할을 수행하는 방안을 제안했다.
