Discipline governance is a crucial component of university governance systems. The level of discipline governance capability serves as a key criterion for assessing the effectiveness of discipline governance. Enhancing discipline governance capability is also a critical aspect for universities to achieve high-quality discipline development under the background of China's "Double First-Class" initiative. Local private undergraduate universities are important participants in the regional higher education system and significant contributors to economic development. The quality of their discipline governance capabilities directly affects the excellence of local talent cultivation. This study selects a private undergraduate university in Weifang City, Shandong Province, China as a case. It analyzes the relevant content of discipline governance on the university's official website from three aspects: governance subjects, organizational mechanisms, and institutional frameworks. The research explores whether a closed-loop operational mechanism covering all elements of discipline governance has been established. By examining a representative cases, it identifies current shortcomings in the discipline governance capabilities of local private undergraduate universities in Shandong Province, China, and analyzes their structural causes. Finally, the study proposes improvement pathways for discipline governance capabilities in these universities from three perspectives: diversifying governance subjects, refining organizational mechanisms, and strengthening institutional planning. The aim is to promote the sustainable and healthy development of the discipline governance system in local private undergraduate universities.

학과 거버넌스는 대학 거버넌스체계의 핵심 구성 요소로서, 그역량은 고등교육 질적 평가의중요한 기준이 되고 있다. 특히 중국 고등교육의 '쌍일류(雙一流)' 정 책 추진 맥락에서 학과 거버넌스 역량의 향상은 대학의 학과 발전을 위한 핵심 과제로 부상하였다. 지방 사립 대학은 지역 경제 발전 및 인재 양성의 주된 행위자 로서, 학과 거버넌스 역량이 지역 인재 양성의 질과 직결된다는 점에서 그 중요성 이 더욱 강조된다. 본 연구는 중국 산동성 웨이팡시에 소재한 W대학을 사례로 선정하여, 해당 대 학 공식 홈페이지에 게시된 학과 거버넌스 관련 자료를 분석하였다. 분석은 학과 거버넌스 주체, 학과 거버넌스 조직 운영 메커니즘, 학과 거버넌스 제도라는 세 가지 차원을 중심으로 수행되었으며, 이를 통해 본 연구는 사례 대학학과 거버넌 스의 폐쇄적 순환(closed-loop) 운영 한계를 드러내고, 그 구조적 메커니즘을규명하 였다. 마지막으로, 본 연구는 학과 거버넌스 주체의 다원화, 학과 거버넌스 조직 운영 메커니즘의 정비, 제도적 기획의 체계화라는 세 가지 차원에서 중국 산동성 지방 사립 대학의 학과 거버넌스 역량 강화 방안을 제시하였다. 이러한 연구 결과를 바탕으로,중국 지방 사립대학 학과 거버넌스 체계의 지속가능한 발전에기여할 수 있기를 기대한다.
