This study examines the current status of residential facilities for persons with disabilities in Jeju, a geographically isolated island region, and explores the need for a rights-based transition to community living. A literature review was conducted, focusing on the operational characteristics of residential facilities and the experiences of digital care services implemented in Jeju. The analysis framework was based on key articles of the UN Convention on the Rights of Persons with Disabilities (CRPD), including Articles 9, 19, 22, 26, and 30. The findings indicate that digital care has the potential to enhance accessibility, support independent living, strengthen privacy protection, and expand opportunities for rehabilitation and social participation. However, concerns related to surveillance risks, the digital inequality, and the sustainability of technology-driven service models were also identified. This study highlights digital care as an essential foundation for rights-based community transition and underscores the need for future empirical research and supportive policy development.

본 연구는 도서지역인 제주지역의 특수성을 고려하여 장애인거주시설의 현황과 지역사회 전환의 필요성을 검토하고, 디지털 돌봄이 장애인의 권리 실현 측면에서 갖는 의미를 탐색하였다. 이를 위해 제주지역 장애인거주시 설 관련 자료와 디지털 돌봄 운영 경험을 중심으로 문헌연구를 수행하였다. 분석틀은 유엔 장애인권리협약(CRPD) 제9조, 제19조, 제22조, 제26조, 제30조로 구성하였다. 연구 결과, 디지털 돌봄은 도서지역의 접근성 향상, 자립생 활 지원, 프라이버시 보호 강화, 재활 및 사회참여 기회 확대에 기여할 가능성을 보였다. 그러나 기술 중심 도입에 따른 감시 우려, 디지털 격차, 지속가능성 한계 등 구조적 문제가 병존함도 확인되었다. 본 연구는 디지털 돌봄이 권리기반 지역사회 전환을 뒷받침하는 핵심 기반임을 제시하며, 향후 실증 기반 연구와 정책적 지원 체계 마련의 필요성을 강조한다.
