This study applies Kingdon’s (1984) Multiple Streams Framework (MSF) to analyze the process of policy change in underwater leisure safety management. Focusing on the Act on the Safety and Promotion of Underwater Leisure Activities (enacted in 2016 under the jurisdiction of the Ministry of Oceans and Fisheries) and the Act on the Prevention of Coastal Accidents (enacted in 2014 under the jurisdiction of the Korea Coast Guard), this study examines how the safety management functions for underwater leisure activities such as scuba diving were transferred from the Ministry of Oceans and Fisheries to the Korea Coast Guard. Through an analysis based on the three streams of the MSF—problem, policy, and politics—it was found that the dual management structure undermined the efficiency of on-site response, and that the role and function of policy entrepreneurs significantly facilitated policy change. This study explains the dynamics of policy transformation in the underwater leisure safety management system and provides implications for enhancing policy consistency and effectiveness in future implementation.

본 연구는 킹던(Kingdon)의 다중흐름모형(Multiple Streams Framework, MSF)을 적용하여 수중레저 안전관리 정책의 변동 과정을 분석하였다. 2016년에 제정된 해양 수산부 소관 ｢수중레저활동의 안전 및 활성화 등에 관한 법률｣과 2014년에 제정된 해양경찰청 소관 ｢연안사고 예방에 관한 법률｣을 중심으로, 법제화의 대상이었던스 쿠버다이빙(scuba diving) 등 수중레저활동의 안전관리 기능이 해양수산부에서 해양 경찰청으로 이관된 과정을 살펴보았다. 이러한 정책 변동의 배경을 다중흐름모형의 세 가지 흐름(문제의 흐름, 정책대안의 흐름, 정치의 흐름)을 통해 분석한 결과, 이 원화된 관리체계는 현장 대응의 효율성을 저해하였으며, 정책선도자의 역할과 기능 에 따라 정책의 변화가 촉진될 수 있음을 확인하였다. 본 연구는 이를 통해 수중레 저 안전관리 체계의 정책적 변동 과정을 설명하고, 향후 정책 집행의 일관성과 효과 성 제고를 위한 시사점을 제시하였다.
