The purpose of this study is to analyze the operation status of the Coastal Safety Guard system operated by the Korea Coast Guard, derive problems that appear in the process of operating the system, and suggest efficient and sustainable improvement measures. The coastal safety guard system is a system that selects personnel with basic knowledge of the ocean and an understanding of the coastal topography of the region among local residents and puts them into coastal accident prevention and response activities, and has achieved certain results since its introduction in 2021. However, in the field, there are several limitations, including inefficiency in work organization due to autonomous work systems, insufficient initial measures in case of accidents, physical limitations centered on elderly personnel, and inconsistency with time zones of coastal accidents. Therefore, this study investigated and analyzed the operation status, work system, and education status of coastal safety guards, focusing on maritime police police stations nationwide, and as a result, it was confirmed that the current system is operating mainly on job creation, so the accident prevention function is not fully demonstrated. To improve this, we will strengthen the recruitment of age-group personnel with initial action capabilities, expand professional education programs, reorganize the work system centered on frequent accidents, and retirees from the maritime police It is necessary to establish an operating system that utilizes the expertise of . This study is expected to contribute to the establishment of an effective coastal safety guard operating model centered on the field in the future by suggesting the direction of improving the national safety management system to prevent coastal accidents.

본 연구는 해양경찰청에서 운영 중인 ‘연안안전지킴이’ 제도의 운용 실태를 분석 하고, 제도 운용 과정에서 나타나는 문제점을 도출하여 효율적이고 지속 가능한 개 선 방안을 제시하는 것을 목적으로 한다. 연안안전지킴이 제도는 지역 주민 중 해양 에 대한 기본 지식과 해당 지역의 해안지형에 대한 이해를 갖춘 인력을 선발하여 연 안 사고 예방 및 대응 활동에 투입하는 제도로, 2021년 도입 이후 일정한 성과를 거 두고 있다. 그러나 현장에서는 자율적 근무제계로 인한 근무 편성의 비효율, 사고 발 생 시 초동 조치 미흡, 고령 인력 중심의 체력적 한계, 그리고 연안 사고 다발 시간 대와의 근무 불일치 등 여러 한계점이 나타나고 있다. 이에 본 연구는 전국 해양경찰 파출소를 중심으로 연안안전지킴이의 운영 현황과 근무 체계, 교육 실태를 조사·분석하였으며, 그 결과 현 제도가 일자리 창출 중심으 로 운영되고 있어 사고 예방 기능이 충분히 발휘되지 못하고 있음을 확인하였다. 이 를 개선하기 위해서는 초동 조치 능력을 갖춘 연령대의 인력 채용 강화, 전문교육 프로그램의 확대, 사고 다발 시간대 중심의 근무 체계 개편, 그리고 해양경찰 퇴직자 의 전문성을 활용한 운영 체계 구축이 필요하다. 본 연구는 연안 사고 예방을 위한 국가 차원의 안전관리 제도 개선 방향을 제시 함으로써, 향후 현장 중심의 실효성 있는 연안안전지킴이 운영 모델 정립에 기여 할 것으로 기대된다.
