This study started with the idea of seeking an answer from the key question, "In what direction and how should we innovate the organization for our Marines to survive in the future?" and applied the concept of 'challenge and response' suggested by Toynbee in ꡔA Study of Historyꡕ to the Marine Corps as a theory explaining the rise and fall of civilization and the country. To this end, the role of the Marine Corps to compare the present and the future was classified into soft power, hard power, and existence purpose and applied to the concept of 'challenge and response'. The study's findings are as follows. The Marine Corps' identity in the field of soft power is an important value that governs the essence of the Marine Corps, and efforts should be made to establish the correct Marine Corps identity throughout the organization, and the relevant systems for talent acquisition and service conditions should be drastically improved and strengthened. The goal, method, and means of landing operations should be innovatively changed in the hard power field, and in connection with this, innovation in the unit structure and power structure of future Marines should be promoted. It is necessary to be prepared and prepared to respond to complex security threats in all directions in terms of the purpose of existence. The key to be thrown in this study is, "Are we accurately aware of the current situation in our organization? Then, what should we do?" and form a consensus among members by providing a direction for "How to respond to certain challenges?" Through this paper, we hope that more members will consider the future of the Marine Corps, and we look forward to more active discussions in the future.

본 연구는 “미래 해병대가 생존하기 위해서는 어떤 방향으로 어떻게 조직을 혁신해야 하 는가?”라는 핵심 질문에서 답을 구하고자 하는 생각에서 출발하였다. 이를 위해 문명과 국 가의 흥망성쇠를 설명하는 이론으로 토인비가 ꡔ역사의 연구ꡕ에서 제시한 ‘도전과 응전’이라 는 개념을 해병대에 적용하였다. 조금 더 정확한 분석을 위해 현재와 미래를 비교하기 위한 해병대의 역할을 소프트 파워와 하드 파워, 존재 목적으로 분류하여 ‘도전과 응전’ 개념에 적용해 보았다. 연구 결과는 다음과 같다. 소프트 파워 분야에서 해병대 정체성은 해병대의 본질을 지배 하는 중요한 가치로서 올바른 해병대 정체성을 조직 전반에 뿌리내리기 위해 강화해야 하 며, 인재 획득과 복무 여건은 관련된 제도를 획기적으로 개선하고 강화해야 한다. 하드 파 워 분야에서는 상륙작전의 목표·방법·수단을 혁신적으로 변화시키고 이와 연계하여 미래 해 병대의 부대구조와 전력구조의 혁신을 추진해야 한다. 존재 목적 측면에서 전방위 복합 안 보위협에 대응하기 위한대응능력을 구비하고 태세를 유지해야 한다. 본 연구에서 던지고자 하는 핵심은 “해병대는 현 상황을 정확히 인식하고 있는가? 그렇다 면 어떻게 해야 하는가?” 에 대한 메시지를 전달하는 것이다. 연구를 통해 “어떤 도전들에 대해 어떻게 응전할 것인가?”에 대한 방향성을 제공하여 공감대를 형성할 것이다. 본 논문 을 통해 해병대의 미래를 고민하는 구성원들이 늘어나길 바라며, 앞으로 더욱 많은 논의가 활발히 진행되기를 기대한다.
