This study aims to analyze the variability of North Korea’s military strategy under the Kim Jong-un regime through a systems-theoretical approach, demonstrating that its shifts are not merely about military build-up but function as adaptive transformations for regime survival. North Korea’s military strategy has consistently operated as both a component of national policy and a mechanism for regime maintenance, particularly intensifying its strategic adjustments when faced with external pressure and internal legitimacy crises. By structuring the analysis within the systemic framework of input–process–output–feedback, this study first establishes a theoretical model and then empirically examines two cases: the development of nuclear weapons and ICBMs in 2017, and the post-2023 North Korea–Russia military cooperation and overseas troop deployment discussions. The findings reveal that North Korea’s military strategy operates as a complex survival mechanism combining offensive deterrence with diplomatic adaptation amid prolonged international sanctions and isolation. Specifically, the post-nuclear shift toward economic policy, followed by the reactivation of military cooperation with Russia and the emergence of troop deployment discussions, signify an adaptive reactivation of the military–economic dual-track policy. These patterns indicate that North Korea’s military strategy transcends conventional military objectives, functioning instead as a structural instrument for regime stability, diplomatic survival, and economic resilience. Academically, this research expands the analytical scope of military strategy studies by interpreting strategic variability as a dynamic systemic process. Policy-wise, it highlights the need to understand North Korea’s strategic decisions within the broader structural context of regime adaptation rather than short-term provocations.

본 연구는 김정은 정권의 군사전략 변동을 체제이론적 관점에서 분석함으로써 그 변화가 단순한 군사력 강화가 아닌 체제 생존을 위한 적응적 변동임을 규명하는 것을 목적으로 한 다. 북한의 군사전략은 국가 노선의 일부이자 체제유지의 수단으로 작동해왔으며, 특히 대외 적 압박과 내부적 정당성 위기가 결합될 때 전략적 재조정이 강화되어 왔다. 연구는 먼저 군사전략의 변동을 체제이론의 구성요소(투입–전환–산출–환류)로 분석하여 이론적 틀을 정립하고, 이어 2017년 핵·ICBM 개발과 2023년 이후 북·러 군사협력 및 파병 논의 사례 를 통해 이를 실증적으로 검증하였다. 분석결과, 북한의 군사전략은 국제적 고립과 제재 속 에서도 공세적 억제와 외교적 적응이 결합된 복합적 생존전략으로 작동하고 있음을 확인하 였다. 특히, 핵무력 완성 이후 경제노선으로의 전환과 러시아 협력을 통한 군사노선의 재강 화, 그리고 파병 논의를 통한 실질적 군사외교 확대는 체제의 안정과 생존을 위한 군사경제 병진의 적응적 재가동으로 해석된다. 이러한 결과는 군사전략이 단순한 전력 강화가 아니라 체제 안정, 외교적 생존, 경제적 지속성을 포괄하는 체제 적응형 전략행위임을 보여준다. 학 문적으로는 군사전략 변동을 체제이론의 동태적 순환구조로 설명함으로써 기존 군사전략 연 구의 분석틀을 확장하였으며, 정책적으로는 한반도 안보 불확실성 속에서 북한의 전략적 선 택을 구조적 맥락에서 이해할 필요성을 제시한다.
