This paper focused on the declarative intentions and feasibility of the intentions of North Korea's nuclear strategy. North Korea's nuclear threat is rising on the Korean Peninsula due to the advancement of North Korea's nuclear force but it is true that the overall analysis of nuclear threat level is insufficient. Threats can generally be divided into capabilities and intentions. Ability can be evaluated to some extent, but it is not easy to evaluate the sincerity of the other country's intentions and intentions. For intention analysis, all information such as public data, non-public data, and human information must be covered, but there is a limit to academicly based on public data. Therefor, this study aims to evaluate the declarative intentions of the nuclear strategy, focusing on the Nuclear Force Policy Act released in 2022 among North Korea's open materials, various nuclear-related statements released by North Korean agencies, and the nuclear operation training conducted by Kim Jong-un in the media, and to evaluate the feasibility of declarative intentions, that is, the sincerity of intentions, through nuclear command and control and nuclear weapons management and operation methods.

본 논문은 북한 핵전략(태세)의 정치(전략)적 의도와 군사적 의도를 분석하고 의도의 진정성 평가에 중점을 두었다. 북한 핵전략(태세)의 의도는 ‘핵무력정책법’에 선언적 차원에서 매우 공격적으로 명시되어 있으나 의도의 실현 가능성, 즉 진정성에 관한 연구는 심도 있게 이루어지지 않고 있다. 의도에 대한 진정성 분석은 공개자료와 비공개 자료(비밀), 인간정보 (HUMINT) 등 모든 정보를 망라해야 하지만 학문적으로는 공개된 자료에 기반해야 하는 한계가 있기 때문이다. 이에 본 연구에서는 북한이 2022년 공개한 ‘핵무력정책법’과 북한 언론매체와 기관에서 공개하는 핵 관련 각종 성명과 김정은 주관하는 핵 운용훈련 내용을 중심으로 핵전략(태세)의 선언적 의도를 평가한다. 그리고 독특한 정치문화에 기반한 핵 지 휘·통제와 핵무기 관리/운용방식을 통해 선언적 의도의 진정성을 평가하였다. 연구결과 김정 은의 독단적 지휘체계와 핵지휘통제체계의 불완전성, 핵무기의 중앙보관, 열악한 도로망과 방공능력 등의 마찰요인으로 선언적 의도의 진정성은 낮은 것으로 평가하였다.
